Job Summary
Reporting to and working with the Centre Manager, the Laboratory Technician’s main role is to maintain the high clinical standards expected by MSI and actively work to promote the clinic and contribute to improved financial performance

Key Responsibilities
1. Client care
• Provide comprehensive laboratory services to centre clients.
• Taking necessary steps to ensure that all centre clients are treated with sensitivity, respect, and consideration.
• Promptly refer clients to the Centre Manager if complaints are raised

2. Supplies Management:
• In liaison with the Centre Manager, ensures that adequate, but not excessive stocks are maintained.
• Ensure that Lab stock cards are up-dated regularly.
• Ensures that appropriate spare equipment (e.g. bulbs for microscope, slides, test tubes) is maintained at the centre to avoid inconveniencing clients.
• Ensure that the Centre Manager is alerted in a timely manner of expiring reagents to allow for timely notice to Support Office and transfer to another centre for usage.

3. Technical Excellence:
• Based on laboratory request form and recorded client notes, be able to conduct and report on the tests such as: Blood slide for malaria, film commentary, Urinalysis, Microscopy (stool, urine, HVS swabs), occult blood (stool), white cell count, blood grouping, clotting time, ESR, widal tests, VDRL/RPR, HB, Gram Stain, Brucella test, HCG test, Sickling Test, blood sugar, semen analysis, sputum AAFB, HIV rapid tests AND any other relevant tests.
• Ensure that the highest standards of laboratory services are provided to clients as per AMREF, MOH and MSI guidelines.
• Take responsibility and ensure that their laboratory comply with Infection Prevention Guidelines i.e.
a. Correct and orderly storage of reagents and supplies
b. Correct and timely decontamination procedures in place and implemented at all times
c. Correct medical waste management (sorting out general waste and, contaminated waste and sharps correctly)
d. Disposable gloves are worn at appropriate times by the Laboratory Technician
e. Clean and tidy laboratory is including all equipment such as microscope, centrifuge, and fridge, bench-top /sink area at all times.
• Ensure the reagents are correctly transported and stored (including maintenance of cold chain for refrigerated reagents)
• Ensure a warm and attractive laboratory environment for clients.
• Ensure that the laboratory is clean, neat and tidy at all times.

4. Record Keeping and Reporting:
• Ensure that laboratory test orders and results for company clients are properly recorded on the claim forms and accurate results are timely submitted to Medical staff.
• Ensure that the laboratory registers are correctly and neatly completed (MSU clients, VCT & Outside Contract Work etc)
• Ensure that timely monthly laboratory reports are forwarded to the Centre Manager.
• Monitor fridge temperature and record the figures (temperature inside fridge) on a daily basis

Qualifications, Skills & Abilities
• Diploma in Medical Laboratory Techniques from a recognized institution
• Full registration with Allied Health Professionals Council
• Ability to perform laboratory procedures efficiently and effectively to AMREF, and MOH standards
• Knowledge of Family Planning
• Ability to work in deadline driven/results orientated atmospheres
• Strong people management skills

Main purpose of job
To prepare laboratory reagents, clean laboratory premises and equipment and take custody of laboratory samples and supplies

Key Responsibilities
Prepare and label reagent solutions and buffer solutions for use in the daily testing of samples.
Clean the laboratory premises and ensures that the place is clean at all times.
De-dust laboratory equipment and work top benches daily.
Maintain clean glassware and avail them for use by the Laboratory Technicians and Drug Quality Analysts.
Distil water daily for use in the testing of samples and ensure availability of HPLC water for use.
Maintain good storage of samples and issue them daily to drug quality analysts and laboratory technicians;
Safely dispose of solid and liquid waste generated in the laboratory.
Participate in the orderly placement and proper storage of retained samples in the retained sample store.
Prepare weekly reports and forward to the supervisor.
Assist in inventory management of chemical reference substances. chemicals, reagents and laboratory consumables.

Minimum Qualifications
Diploma in Laboratory Technology (Chemistry) or equivalent.
Training in Good laboratory practices (GLP) and /or ISO 17025.

Minimum Experience
Not less than three (3) years’ experience in a similar job in a reputable laboratory. Computer literacy (Microsoft office word and Excel)

This position reports to the Project Coordinator Menstrual Hygiene Management. The overall responsibility of the Project Facilitator is to conduct the day-to-day implementation of MHM project interventions in Kamuli Programme Unit. Working closely with other members of the project team and other project stakeholders (local government, NGO partners, communities) s/he will oversee that the project activities are implemented in a timely and efficient manner and contribute to improved Knowledge, Attitude and Practice on Menstrual Hygiene Management, WASH and other Health related interventions among female youths and women.

Dimensions of Role:
• Member of the WASH team at national level.
• Member of the Programme Team at Programme Unit level.
• Participates in planning, implementation and monitoring of project activities to achieve the set project objectives and targets.
• Directly implements project supported interventions to achieve the set objectives and targets
• Works closely with the relevant district departments, civil society organisations and community teams to ensure effective coordination and quality delivery of MHM in line with the national frame work and guidelines

Typical Responsibilities – Key End Results of Position:

• Participates in developing annual project outlines and quarterly and monthly project work-plans and budgeting.
• Manages annual budgets allocated for the delivery of the MHM project
• Organises capacity building sessions for resource teams on MHM
• Organises awareness raising activities including training of youths and adults on MHM
• Provides technical support on MHM to community-based groups supported by the project
• Participates in mobilisation and sensitisation of communities to access MHM services.
• Organises participatory project monitoring and evaluation sessions
• Mentors school health clubs in Menstrual Hygiene Management for continuity and sustainability of project outcomes
• Liaises with different groups and individuals to strengthen their capacity in making and marketing and distribution of hygienic menstrual hygiene materials within communities.
• Builds capacity of groups in business management and enterprise development
• Participates in the collection of data for the MHM project operational research
• Compiles activity and monthly reports for submission to the Project Coordinator
• Maintains the project documents

• WASH Technical Lead: As the lead person for the WASH team at national level.

Knowledge, Skills, Experience, Attitudes and Behaviours Required to Achieve Role’s Objectives:

• A degree in Nursing, Public Health, Social Science, Social Work or development studies. At least two years’ experience of working on WASH initiatives with a bias on Menstrual Hygiene Management and must be knowledgeable of WASH in school minimum standards.
• Knowledge of sanitation promotion approaches including CLTS, PHASE, PHAST, CHAST, Child- to- Child, & Menstrual Hygiene Management
• Computer knowledge in Microsoft Office Software ( Word, Excel and Power Point presentation)
• Knowledge on Tackling Inequality and exclusion
• Ability to ride a motorcycle is a MUST
• Good working knowledge of Microsoft office programmes, including MS Excel, MS Word and MS Power Point.
• Strong skills in teamwork and networking.

Key Duties and Responsibilities: 

  1. Support to program development and planning:
  • Carry out /update situation analysis for the program sector/s for development, design and management of health related programs including immunisation and health emergencies. Research and report on development trends (e.g. political social, economic, health) for higher management use to enhance program management, efficiency and delivery of results.
  • Actively contribute to the development/establishment of sectoral program goals, objectives and strategies and results-based planning through analysis of health needs and areas for intervention and submission of recommendations for priority and goal setting.
  • Offer technical and operational support throughout all stages of programming processes by executing/administering a variety of technical program transactions, preparing materials/documentations and complying with organizational processes and management systems, to support program planning, results based planning (RBM) and monitoring and evaluating results.
  • Provide timely technical and operational support throughout all stages of emergency preparedness and response as well as disaster risk reduction programming
  • Prepare required documentations/materials to facilitate the program review and approval process.
  1. Program management, monitoring and delivery of results
  • Work in liaison and collaboratively with internal and external colleagues and partners to discuss operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Keenly monitor and report on the use of sectoral program resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards ofaccountability and integrity.
  • Actively participate in monitoring and evaluation exercises, program reviews and annual sectoral reviews with government and other counterparts to assess programs and to report on required action/interventions at the higher level of program management.

  1. Networking and partnership building:

  • Draft communication and information materials for CO program advocacy to promote awareness, establish partnership/alliances and support fund raising for health programs.
  • Take part in appropriate inter-agency (UNCT) on health programs to collaborate with inter-agency partners/colleagues on UNDAF operational planning and preparation of health programs/projects and to integrate and harmonize UNICEF position and strategies with the UNDAF development and planning process.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.
  1. Innovation, knowledge management and capacity building:
  • Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable program results.
  • Assist with oversight of research and ensure results are available for use in knowledge products.
  • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

Qualifications, Skills and Experience:

  • The applicant for the United Nations UNICEF Health Officer job placement should hold a University Degree in public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or other health related sciences is required.
  • At least two years of professional experience in public health/nutrition planning and management and/or in relevant areas of maternal and neonatal health care, health emergency/humanitarian preparedness, at the international level and/or in a developing country is required.
  • Previous experience in health/nutrition program/project development in UN system agency or organization is an asset.
