Job Summary: 

EGPAF Uganda Jobs 2018: The Supply Chain and Procurement Officer will manage the stock and inventory at both the on-site and off-site office stores of EGPAF Uganda. The role involves verifying all goods before receiving them and keeping updated records of all inventory in stock. The Supply Chain and Procurement Officer will be responsible for preparing all dispatches to the field and periodically reporting these dispatches to management. The Officer will also ensure that all assets are properly engraved before delivery to the recipient and keep an updated assets record for property in facilities and in the program office. Additionally, the Supply Chain and Procurement Officer will be expected to keep the stores neat and orderly for easy access and efficient management.

Key Duties and Responsibilities:

  • The jobholder will also receive and record all procurements and disbursements
  • Track all dispatched items to ensure that they reached their final destinations and also track the incoming goods to ensure timely delivery
  • Monitor stock levels and maintain these at the required levels
  • Issue stocks at request and ensure they are properly authorized
  • Ensure the safety of items in the store and that only authorized staff access the store
  • Maintain an orderly and up-to-date documentation and filing system of the stores documents
  • Maintain updated inventory of all equipment, furniture, and other assets of EGPAF
  • Ensure proper arrangement and clean storage area with shelves labeled properly
  • Carryout periodic stocktaking
  • Make stock variance reports to senior leadership team
  • Periodically report expired stocks to senior management team and arrange for their destruction
  • Make regular report about stock movement and general stores operations
  • Perform any other duty as may be assigned by management

Qualifications, Skills and Experience:

  • The ideal candidate for the Global Health Corps Supply Chain and Procurement Officer career placement should hold a Bachelor’s degree in procurement, supply chain and logistics management, or stores management, business, or related field
  • Demonstrated experience working on procurement and supply chain activities in a professional environment

Job Description Background 

DRC is an International non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.  In Uganda, DRC assists the refugees from neighboring countries mainly DR Congo and South Sudan in the South West, West and West Nile region of the country. DRC’s assistance to refugees have been both emergency assistance to address the short term influxes from the neighboring countries as well as to address the sustainable solutions for the refugees. Duty Station  This position is based in Arua –West Nile Office and will be providing support to the implementation of DRC Program. The job will require frequent travel within the project Area.

Position & Reporting Line:  Procurement and Logistics Intern is responsible and reports to the Procurement and Logistics Officers Arua-West Nile Office.

General Objective:

Providing functional documentation support in the implementation of procurement cycle and guidelines for timely availability of goods, works and services with robust proper documentation and good records keeping.

DUTIES AND RESPONSIBILITIES:

  • Organise relevant documents to be used in both evaluation and procurement committee meetings. collaborate with user departments by providing feedback on their status of their procurement requisitions and liaise with them as far as their order requests are concerned
  • Liaise with finance department to facilitate timely payments to suppliers. maintain robust and archival system of all procurement and logistical records and supplier database
  • Technically advice and make recommendations on the procurement of goods and services to the head of Procurement and logistics as found necessary.
  • Ensure the systematic filling environment is adequate for purchase orders, requisitions agreements and all relevant records
  • Liaise with store stores staff in professional manner to ensure compliance with quantity specifications
  • Check all items brought in to the stores and receiving them against the Purchase orders.
  • Properly coordinate and liaise with field staff to have items dispatched to respective field offices by preparing appropriate way bills.
  • Perform any other duties that may be assigned from time to time by the supervisor/management.

10. Receives, tabulates and opens bid documents, including bid opening receipts as per Plan International procurement procedures.
11. Supports supervisor in maintenance of updated records related to procurement function such as vendor contract files, framework agreement files with service providers.
12. Acts as a backup the customer care/reception desk officer as and when assigned.

Dealing with Problems:

• As delegated by the Procurement Coordinator, performs the tasks in line with established procedures and policies.

Communications and Working Relationships:
• Communicates with the Administration Coordinator and staff in regard to approval of requisitions and receiving of requisitions respectively.

Knowledge, Skills, Experience, Attitudes and Behaviours Required to Achieve Role’s Objectives:

• A minimum of a higher Diploma in business or education or another related field.
• At least 2 years of working experience in a relevant field in the INGO is an added advantage
• Experience in use of Microsoft office applications i.e. word, excel and power point.
• Ability and willingness to learn and travel to the field
• Very well organized and able to work under pressure
• Excellent interpersonal skills

CPP Responsibilities
Evaluations of work conducted by contractors/consultants working directly with children include feedback on their behaviour and conduct towards children. Appropriate action should be taken against any issues that arise.

10 Sponsorship Commitments Responsibilities
Ensure sponsorship quantitative and qualitative data gathered from our annual interviews/consultations with sponsored children to improve programs at the local level.
