Joint Clinical Research Centre Profile:

JCRC has also led in the treatment for HIV/AIDS and opportunistic infections in Uganda and Africa at large being the first centre to provide Anti Retroviral drugs as well as expand treatment to the entire country under the PEPFAR (TREAT program 2003-2009) which resulted in the opening of 75 treatment sites in Uganda which were eventually transitioned to MOH. Currently, JCRC is the only reference centre for third-line therapy in the country. AT 27 years of service, the Centre has served over 200,000 clients on first, second and third-line ARVs at seven locations nationwide. Over the past years, various institutions such as the World Health Organisation, CWRU, Family Health Institutional, US National Institute of Health, University of California San Francisco, Johns Hopkins University, the Institute of Tropical Medicine in Antwerp and in Hamburg, EDCTP, MRC, have partnered with the JCRC.

 

Job Profile:

  • The District HIV/TB Officer is the project interface with supported districts/communities and is responsible for planning, coordinating, implementing and monitoring project activities within their assigned districts.
  • S/He provides technical support and oversight to all project areas including community TB/HIV case identification, management, DR-TB surveillance, infection control, DOTs strengthening, recording and reporting, tracking of lost TB/HIV clients and application of QI in improving TB/HIV services.

 

Roles and responsibilities:

  • Work with facility teams to identify community support needs to help facilities achieve key HIV/TB targets.
  • Develop and implement quarterly work plans and ensure all planned activities are implemented
  • Work with community-based teams to generate progress reports for internal and external sharing including weekly, monthly, quarterly, semiannual and annual reports
  • Support identification, capacity building and remuneration for Community Linkages Facilitators
  • Provide coordination support for all project areas of HIV and TB
  • Work with JSI counterparts at the districts to ensure all required tools, supplies and other logistics required for the smooth running of the project are secured and made available to CLFs and other community structures
  • Compile all reports and submit them in time.
  • Represent JCRC/project in matters requiring discussion between project members and the district/community
  • Represent JCRC in working groups and other program influencing fora in the district/facilities.
  • Work with Districts and health sub-district systems to ensure and maximize achieving of results through cross-sectoral working and coordination.
  • Manage project resources to ensure their efficient and effective utilization.
  • Develop monthly work plans and implement
  • Provide Technical Support to CLFs to effectively implement activities related to the project program area as planned
  • Monitor the implementation of planned activities
  • Support CLFs to compile weekly progress reports
  • Work with the M&E team to aggregate and share all reports with the project team at the region as scheduled
  • Support the generation of evidence and lessons emerging from our community programming, including sharing lessons within and outside the region.
  • Account for all funds received in a timely manner
  • Communicate any needed support for both their work and those of CLFs

 

Minimum Qualifications

  • Must have a bachelor’s degree in Clinical Medicine, Nursing, biomedical sciences. Candidates with a Diploma in Clinical Medicine/Nursing with hands-on experience in community TB/HIV work may be considered
  • Must have a minimum of 2 years working experience in TB/HIV care and program work
  • Good interpersonal and computer skills are desirable.
  • Experience working in the Lango Sub Region specifically the district of Lira, Oyam, Alebtong and Otuke.
