Uganda Revenue Authority (URA) Profile:

The Uganda Revenue Authority is a government revenue collection agency established by the Parliament of Uganda. Operating under the Ministry of Finance, Planning and Economic Development, the URA is responsible for enforcing, assessing, collecting, and accounting for the various taxes imposed in Uganda.

 

 

Job Profile:

Prepare and process timely and accurate staff salaries/benefits in order to enhance staff motivation wellbeing and productivity.

 

 

Roles and Responsibilities:

1. Capture details of newly appointed staff into the payroll system to enable timely and accurate payment of staff salaries

a) Receive staff appointments and confirm that the salary scales quoted in the appointment letters are as per the approved URA salary structure.

b) Categorize the employment terms under permanent or contract to enable computation of gratuity.

c) Capture staff details, entitlements and deductions due into the Payroll system

2. Regularly update the payroll in order to maintain an updated and accurate record of staff details and salaries

a) Receive and verify payroll amendments e.g. performance bonus, training allowances, special allowances, acting allowances etc. for a given month

b) Make computations of the adjustments to be made in the payroll

c) Enter details in the relevant fields to ensure that accurate payments or deductions are captured and picked by the system

3. Process and reconcile payments /deductions on the payroll to ensure that accurate amounts are captured in the final payroll

a) Run the draft payroll to confirm that the different amendments have been effected.

b) Reconcile any variances and  prepare the final payroll

c) Submit the payroll to the Line Manager for review and onward submission to AC-HR for approval of payments

d) Generate reports for the deductions and submit them to the relevant offices and institutions

e) Generate and send payslips to all staff each month and address inquiries that arise therefrom.

4. Management of statutory and non-statutory deductions

a) Generate schedules for both statutory and non-statutory deductions including but not limited to PAYE and NSSF

b) Carry out monthly reconciliations of all deductions to the main payroll.

c) Process and generate payment requisitions for the statutory deductions

d) File all the statutory deductions monthly

5. Prepare Subsidiary payrolls for the month

a) Capture details of newly appointed short term employees into patrol system to enable timely and accurate payment after deductions

b) Verify all short term employee claims to ensure validity, completeness, accuracy and authenticity

c) Upload wages and deductions of short term employees into pay roll systems and make any necessary adjustments

d) Receive TREP staff payrolls from partner agencies and confirm validity, accuracy and completeness

e) Run draft payrolls for Ugandan Short term employees for both the Ugandan short term employees under the Single Customs Territory and TREP employees

f) Submit Payrolls to line Manager for review, onward submission for approval for payments

g) Process payments for statutory deductions of the subsidiary payrolls

h) File monthly returns for the subsidiary payroll deductions

6. Process staff benefits and incentives

a) Validate and recommend for approval staff advance applications

b) Verify staff loan applications and prepare letters of undertaking

c) Manage other incentives schemes and hire purchase agreements

7. Support payroll accounting and auditing

a) Transfer to the general ledger the main payroll monthly

b) Transfer to the General ledger the subsidiary payrolls monthly

c) Respond and resolve any issues and queries raised by both internal and external audits

 

 

Minimum Qualifications for URA Jobs 2021: 

Essential Requirements

a) An honors Bachelor’s degree with a major in Finance or Accounting.

b) At least 2 years’ of experience with primary responsibility for payroll administration and processing

Desirable Requirements

a) Full or part professional qualification in any of the following, ACCA, CPA, CFA, CIA

b) Experience working with Enterprise Resource Planning (ERP)-based payroll systems

Knowledge

a) Knowledge of payroll and accounting practices and principles

b) Knowledge of employment laws relating to key areas of responsibility

c) Knowledge of taxation laws and practice

SPECIAL SKILLS AND ATTRIBUTES

a) Ability to work under strict deadlines

b) Advanced proficiency with MS Office software, particularly Excel and word in addition to any other payroll information management system

c) Effective attention to detail and a high degree of accuracy

d) Strong analytical and reporting writing skills

e) A strong Customer Focus and Relationship Building

f) High degree of integrity and confidentiality

g) Ability to multi-task

h) High degree of integrity and confidentiality

i) Ability to multi task
