GIZ Uganda Profile:

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise and part of the German Development Cooperation. GIZ-RELAPU is a bilateral project of the Republic of Uganda and the Federal Republic of Germany funded by the German Ministry of Economic Cooperation and Development (BMZ). RELAPU aims to improve access to land as a key precondition for poverty and hunger reduction in rural areas for certain population groups, especially for women and marginalized groups, in Central, Eastern and Northern Uganda.

GIZ-RELAPU received co-funding by the European Union for the implementation of a project component on “Responsible Governance of Investments in Land” (RGIL). The project is currently being implemented in Uganda, Ethiopia and Laos with an objective to foster investments in land that are productive, contribute to sustainable land management, and respect the rights and needs of local populations, vulnerable groups and women. In Uganda, the project is currently operating in different districts in Central, Teso and Lango region.

 

 

Roles and Responsibilities:

  • Liaison with local government authorities and non-government partners involved in the RGIL processes to build mutually beneficial relationships for the project.
  • Coordination and implementation of RGIL project activities with local government, civil society and private sector investors, mainly in Teso region.
  • Ensuring involvement of traditional leaders and relevant cultural institutions in creating awareness/ training on land rights and dispute management with focus on vulnerable groups
  • Provision of technical trainings for local government representatives and investors for districts on investment in land in line with national laws and international guidelines.
  • Support capacity building activities for local communities, mainly in Teso, to improve their knowledge on land rights and advocate for their needs in investment processes.
  • Identification of further capacity building needs of relevant partners and stakeholders.
  • Management of RGIL cooperation with the private sector/ investors, mainly in Teso region.
  • Support to private investors to align with the national and international regulatory framework for investments on land.
  • Monitoring of local investor compliance in line with national laws and international guidelines.
  • Provision of technical and policy advice, specifically on customary land rights and traditional conflict resolution processes with focus on Teso. Scoping of new RGIL districts in Teso and Lango region.
  • Supporting the monitoring and evaluation system of the RGIL project.

The National Advisor for Land Tenure and the Private Sector (RGIL) performs the following tasks:

Specific Tasks

Provision of Capacity Development to Key Stakeholders

  • Design, organize and provide trainings on responsible investments in land (incl. land governance, tenure rights, environmental impacts, human rights) with particular focus on women and marginalized groups.
  • Technical advice to local government representatives, civil society organizations, traditional authorities, private investors and communities.
  • Coordinate government and non-government partners and investors, mainly in Teso.
  • Manage the implementation of financial agreements with partner organisations, especially for Teso.
  • Ensure regular reporting on project progress, innovations and results.

Implementation of Responsible Governance of Investments in Land (RGIL) interventions

  • Support the organization of regional multi-stakeholder dialogues on responsible investments in land.
  • Organize local dialogues between investors and affected land users.
  • Support the development and implementation of dispute resolution and grievance mechanisms.

Other Duties/ Additional Tasks

  • Ensure close coordination and cooperation within the RELAPU team, other GIZ projects and actors in the land sector.
  • Represent RELAPU-RGIL at meetings, workshops and conferences.
  • Other duties and tasks at the request of management.

 

 

Minimum Qualifications for GIZ Uganda Jobs 2021

  • Bachelor’s Degree in Land Management and Land Tenure, Geography, Social Science or another related field

Details of experience

  • Minimum 3 years’ professional experience in land governance and management in Uganda.
  • Minimum 3 years’ professional experience in conflict mediation and establishing of conflict resolution structures and grievance systems, specifically for customary land in Uganda.
  • Experience in working on compliance with national laws and international guidelines in the area of responsible land management, investments in land (e.g. VGGT, RAI).
  • Experience in working with private sector, possibly land investors.
  • Experience in planning and implementation of trainings in mentioned fields

Knowledge, Skills & Competences

  • Very good knowledge of English and Ateso (non-negotiable), Luo is an asset.
  • Good working knowledge of basic ITC technologies and computer applications (Word, Excel, Power Point, Publisher, MS Teams is an asset).
  • Strong understanding of cultural, socio-ethnical context in Northern Uganda (Teso and Lango).
  • Strong understanding of gender sensitivities and challenges of marginalized groups in given context.
  • Active, flexible and dynamic team player and excellent networker.
  • Excellent communication, coordination and writing skills.
  • Driver’s license for motorcycles (Class A).
