The Project
HI Uganda is due to implement an Integrated Nutrition, Community Health, and Rehabilitation for
Greater Empowerment (INCHARGE) in partnership with Tutapona Inc. and Medical Teams
International (MTI) in Kyegegwa (Kyaka) and Kikuube (Kyangwali) District. The three year project starting in August 2021 till July 2024 seeks to Increase access to comprehensive life-saving primary health care services while promoting meaningful access to safe rehabilitative and psychosocial support that is accountable to refugees and host populations in West Nile, Southwest, and Midwest Uganda settlements and transit centres namely Refugee-hosting districts in Uganda including the refugee settlements of Adjumani, Palorinya, Kyangwali, Nakivale, Oruchinga, Kyaka II, Rwamwanja, Nyakabande, Matanda, and Ntoroko. The HI project will however implemented in Kyaka II and Kyangwali Refugee Settlements and surrounding host community settlements.

The objectives of the project include:
• Objective 1: To improve access to life-saving comprehensive primary health care including community health systems strengthening, mental health, and rehabilitation services among
refugees and host populations.
• Objective 2: To improve uptake of comprehensive reproductive, maternal, and newborn health care and clinical response to SGBV in settlements and transit centers.
• Objective 3: To reduce prevalence of acute malnutrition through community empowerment activities to support diet diversification, anaemia prevention, and optimal IYCF among children under 5 years, PLWs, and women of child-bearing age.
• Objective 4: To promote integration of humanitarian efforts with long-term sustainability in
line with national strategies, nexus, and Comprehensive Refugee Response Framework
(CRRF) approach.

HI will specifically be contributing to objective 1 seeking provide comprehensive physical rehabilitation services with physiotherapy, assistive devices, and psychosocial support services to people with disabilities and other vulnerable populations in both the refugee and host communities in Kyegegwa and Kikuube District.

 

 

Job Summary of HIF Uganda Jobs 2021:

Responsible for daily implementation and documentation of physical and functional rehabilitation activities from identification, assessment, treatment, referral, and discharge. Services are provided at the beneficiary home, fixed points, and permanent rehabilitation units in the refugee settlement (if available) and as part of the mobile/outreach team.

 

 

Roles and Responsibilities for HIF Uganda Jobs 2021:

1: Physical and functional assessment of beneficiaries from the refugee and host population in Kyaka and Kyangwali Settlement.
• Assess general information of beneficiaries identified in the refugees and host community by
• CBR workers, and partners
• Assess beneficiary needs using the Comprehensive Assessment Forms – online via Survey
• CTO app
• According to the outcomes of the assessment of the beneficiaries’ needs, elaborate an appropriate plan of treatment and intervention, including the provision of assistive devices and referral in (within HI) and referral out (other stakeholder’s/service provider)
2: Provision of appropriate rehabilitation interventions in collaboration with the PSS workers and CBR workers
• Design appropriate physical rehabilitation intervention according to the priorities of needs identified during assessment.

• Explain to both beneficiary, caregiver, and family the importance of rehabilitation and rationale of the treatment.
• Provide rehabilitation care, according to Uganda (and international) physiotherapy standards and HI rehabilitation guidelines.
• Action plan and execution of the initial treatment session is done if possible, with the CBR worker assigned to the BNF location
• Transfer home treatment to CBR worker with clear instructions on what to do and how to do
• Follow the evolution of care and improvement of beneficiaries using different rehabilitation outcome tools (FIM scoring, CP assessment tool, etc.) and report it by updating beneficiary files as needed with the CBR worker, face-to-face or remotely by phone/video call
• Ensure the beneficiary’s security during the rehabilitation sessions and consider precautions related to diverse illnesses, problems, and medical treatments. Seek medical advice if needed. The information must be explained to the CBR worker when transferring cases for treatment follow-up
• Provide advice and train the beneficiary and the caregivers on the basic exercises that the beneficiary can do on his/her own or with support from caregivers to improve general body condition and prevent secondary complications
• Prepares donation certificates when delivering assistive and mobility devices to the beneficiaries.
3: Home follow-up and discharge of beneficiaries
• Follow up on home instructions provided to beneficiaries and caregivers during the initial assessment and follow-up treatments and update the file as needed.
• Monitor progress of beneficiaries directly or through the CBR workers in doing rehabilitation exercises and use of assistive devices.

• Provide advice on how to improve activities of daily living (ADL) following the FIM scoring standards
• Review and recommend the discharge of beneficiaries after the resolution of problems and achievement of rehabilitation objectives. (Note: coordinated discharge plans with the PSS and MEAL team will result in the closure of cases).
4: Supervise work in the rehabilitation unit and the CBR worker/CBF (under his/her charge).
• Oversee the operations within the Rehabilitation Unit within their catchment area (Kyaka II and Kyangwali Refugee Settlements)
– Opening and closing of the rehabilitation unit and ensuring security is not compromised

– Receiving referrals from partners and the community volunteers
– Assessment and treatment of beneficiaries
– Monitoring and reporting of daily activities in the rehabilitation unit, including stocks and equipment
• Supervise at least ten community-based workers employed by HI within their catchment area
– Follow attendance and provide a monthly report to HR
– Follow the workload and quality of activities with beneficiaires assigned to them.
– Provide basic rehabilitation training in collaboration with the rehabilitation
• Participate in local meetings related to the activities of HI in their catchment area
5: Organization of daily, weekly and monthly activities according to the organization calendar of work
• Prepares weekly movement plan and other requests to support services as needed.
• Updates rehabilitation follow-up form after each session with a beneficiary in collaboration with the CBR workers assigned in their catchment area. All files are treated with the utmost confidentiality and are only discussed within the team for clarification as needed.
• Contribute to the weekly report according to department and donor requirements on rehabilitation services: new beneficiaries, active cases, donation certificates, discharge, etc.
• Participation in the monthly Case Review meeting led by Rehab TC and MHPSS TA
• Any other reports to be made upon line manager request (case studies, monitoring reports, etc.)
6: Project Monitoring, support supervision, and sharing of good practices
• Conduct support supervision, coaching, and mentoring of Community Base Rehabilitation
Volunteers in Kyaka II and Kyangwali Refugee Settlements
• Together with RWC, Local leaders, DPO, and Sub-County District Local Government Officials participate in activity implementation within settlement and host community, identify gaps, and recommend a way forward.
• Assess functionality and active participation of CBR Volunteers at Fixed Points and Mobile points and recommend what is best and what to improve
7: Reporting and Documentation
• Compile and submit quality weekly and monthly reports within the period indicated
• Proper documentation of Most Significant Change stories (Human Interest Stories)
• Participate in the documentation of quarterly and annual reports according to donor requirements. Provide necessary justification to support data as needed.
• Compile activity reports and share with respective stakeholders and line Manager
• Participate in regular monitoring and case management review (face-to-face or remotely) with technical coordinators and project manager
8: Respect for HI identity, rules, and policies
• Participate in organization induction in coordination with the Human Resources Manager and
• Program Manager
• Follow HI guidelines and visibility when working the settlement or when representing HI in meetings externally.
• Know, understand, apply and respect HI code of conduct and ethics, HI mandate and values, HI rules and operating procedure, HI policies (child protection policy, policy, and mechanism for the prevention of and fight against bribery, the protection of beneficiaries
• from sexual exploitation and abuse policy) and make sure they are known, understood, applied and respected by its team
• Know, understand, apply and respect HI security rules and make sure they are known, understood, and used by her/his team

 

 

Minimum Qualifications for HIF Uganda Jobs 2021

Required Profile
Education
• Physiotherapy Degree (Diploma and BS).

Work Experience
• At least 3 years’ experience clinical experience
• Worked in both hospital and community setting
• Experience in the fields of disability, inclusion, and working experience with persons with disabilities;
• experience in community development an advantage
• Knowledge and experience in management or supervision an advantage
• Experience working in the refugee context

Competencies
• Able to promote participation and cooperation in case management
• Able to plan, implement, review the intervention
• Knows the theoretical framework needed for working with children and adults (and in the health setting a plus)
• Having the knowledge and tools for case management
