Petroleum Authority of Uganda (PAU) Profile

The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production) Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The mandate of the Petroleum Authority of Uganda is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.

 

 

Job Summary:

The Midstream Cost Monitoring Officer will report to the Senior Midstream Cost Monitoring Officer and is responsible for monitoring and regulation of operations in the Midstream petroleum value chain.

 

 

Roles and Responsibilities:

  • Ensure cost efficient midstream operations.
  • Contribute in the planning, budgeting and reporting on the activities of the Cost Monitoring Department.
  • Responsible for evaluating and advising on the day today contractor requests related to contracting, budgets and expenditure as regards to midstream operations.
  • Participate in the development of appropriate methodologies for pipeline tariff building for facilities in the midstream and provide advice on the appropriate tariffs.
  • Monitoring of compliance by licensees in cost management in the midstream.
  • Monitoring of midstream field operations costs.
  • Review and advise on budgets of midstream operations.
  • Develop cost control databases, ensure they are always up to date, and cost estimation tools are being used to generate comparative costs.
  • Prepare, document, review and submit periodic progress reports to relevant internal and external stakeholders.
  • Perform any other duties as may be assigned from time to time.

 

 

Minimum Qualifications for Petroleum Authority of Uganda Jobs 2021

  • The applicant for the Petroleum Authority of Uganda (PAU) Midstream Cost Monitoring Officer job placement must hold a Bachelor’s (Hons) degree in Engineering, Geosciences, Statistics, Mathematics, Accounting, Physical Sciences or related disciplines from an internationally recognized University/ Institution.
  • A Minimum of three years of working experience in project cost control, estimation, forecasting or commercial management of engineering, procurement and construction works preferably in the Oil and Gas Sector.
  • Demonstrated experience in working in a team in an organization/business unit/project with diverse professionals.
  • A professional/advanced qualification in Finance/Accounting, Audit/Compliance/Risk, Cost Engineering/Management, Project Management.
  • Membership to an internationally recognized professional body.
  • A qualification in the oil and gas sector from an internationally recognized institution.
  • Good knowledge of the policies, laws, regulations and guidelines regarding cost monitoring in the oil and gas sector in Uganda.
  • Innovative and with a proven high level of integrity.
  • Ability to work independently and in a team.
  • Proven track record of outstanding performance.
  • Excellent interpersonal and communication skills.
  • Excellent analytical and problem-solving skills.
