WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

 

 

Job Summary:

The RLCCA Intern is expected to support the design and implementation of multi-sectoral, integrated resilience, livelihoods and climate change adaptation (RLCCA) programme in Karamoja using District Local Government (DLG) and community capacity and systems strengthening approach.  The intern will contribute towards the coordination of RLCCA and the Strengthening of Shock Responsive Systems (PROACT) programmes, support the roll-out of Three-Pronged Approach (3PA) to strengthen the design, planning and implementation of programmes in resilience building, productive safety nets, disaster-risk reduction and preparedness.  RLCCA programme will be based on community/participatory planning tools, technical and strategic work on livelihood assets creation and synergies with other WFP Karamoja programme activities and those implemented by DLGs and other development partners.

 

 

Roles and responsibilities of UN WFP Uganda Jobs 2021:

Programme Implementation

  • Contribute to designing and implementing a set of integrated RLCCA interventions in pastoral and agro-pastoral areas of Karamoja that will bring the most benefit and impact to the people in need.
  • Support preparation of RLCCA activity work plans, budgets and ensure effective management of allocated resources.
  • Support produce regular updates on the implementation and financial situation of RLCCA activities.
  • Build and maintain effective synergies/integration between RLCCA and other WFP Karamoja programme activities i.e. Crisis Response, School Based Programmes, Nutrition, Agriculture and Market Support (AMS) and PROACT including Capacity and Systems Strengthening, Analysis, Monitoring, Evaluation, Learning & Analysis (AMEL) and Communications for Development (C4D).
  • Contribute to technical advice on RLCCA programming and the integration with Crisis Response, School Based Programmes, Nutrition, Agriculture and Market Support (AMS) and PROACT, and synergies with DLG and other development partner partner interventions.
  • Ensure robust monitoring and descriptive of progress in the use of programming tools (i.e 3PA, Food & Cash Assistance for Assets, PROACT) and partnership efforts, particularly with the DLGs, FAO and other development partners.
  • Contribute to the development of proposals for funding and promote support to initiatives that strengthen gender transformative programming  and food systems approaches in RLCCA interventions.

Learning and Organisational Change

  • Champion respect for and use of complaints & feedback data, contextual analysis and gender analysis to improve RLCCA programme design and delivery.
  • Support greater sharing and use of gender-sensitive monitoring data, feedback and lessons learned across in the RLCCA programme portfolio and ensure that interventions are responsive to the needs of the people that WFP serves and are informed by sound understanding of Karamoja context.
  • Ensure consistency of indicators across RLCCA programme activities with the goal of supporting improvements of systems and procedures that measure performance and achievements towards outcomes and impact.

Innovation, Knowledge Management and Capacity Strengthening

  • Implement RLCCA innovative practices, approaches that are appropriate for Karamoja sub-region context.
  • Engage in evidence generation and research iniatives that may contribute to improved evidence in WFP RLCCA programme interventions in Karamoja.
  • Provide support to institutionalize and share best practices and knowledge learned for RLCCA products and services with internal and external stakeholders to strengthen capacity of WFP and cooperating partner staff, communities, DLGs etc. in evidence-based programming.
  • Support planning and facilitation of RLCCA capacity strengthening activities for programme teams and partners to enhance quality programming.

 

 

Qualifications for UN WFP Uganda Jobs 2021

FUNCTIONAL CAPABILITIES

  • Programme Lifecycle & Food Assistance:  Ability to facilitate implementation of food assistance programmes under guidance using basic understanding of principles and good practices of programme design, implementation and monitoring.
  • Transfer Modalities (Food, Cash, Vouchers):  Ability to facilitate, under guidance, food assistance programme implementation that deploys full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
  • Knowledge of Specialized Areas:  Ability to understand basic technical concepts and data and their relevance to food assistance programmes.
  • Emergency Programming:  Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
  • Strategic Policy Engagement with Government:  Ability to understand and apply basic principles of engagement with DLG counterparts.

Education:

  • Recent graduate with second-class honours bachelors degree qualification from a recognised university (certified by the United Nations Educational, Scientific and Cultural Organization – UNESCO) in Uganda in one of the following fields:  Agriculture & Food Systems, Disaster Risk Reduction and Climate Change Management, Livestock, Rural Development, Environment and Natural Resource Management, Watershed Management, Food Transformation or another relevant technical field.
  • Graduation must be within the last 3 years (i.e. 2019 to 2021) at the time of applying for the internship.

Experience:

  • Demonstrated understanding on resilience and livelihoods development activities.
  • Ability to integrate different components of resources management in line with community development and livelihood resiliency development.
  • Ability to understand the links between sustainable development, community development, social and gender issues.
  • Some experience with experience with project development and results-based management methodologies.  Excellent analytical, writing, advocacy, presentation, and communications skills.
  • Some experience in programme design, monitoring and evaluation is an asset.

LANGUAGE:

  • Fluency in written and oral English language.
  • Ability to communicate in basic Ngakarimojong, Lebthur and/or Swahili languages is a requirement.
