HOLD Uganda implements community health, socio-economic empowerment, and advocacy programs at the community level, targeting adolescent girls, young women, youth, orphans, vulnerable children, and elderly women.

 

 

Job Summary:

The Monitoring, Evaluation, and Learning Associate will promote results-based management within all of HOLD Uganda’s programs. They will be responsible for supporting the development of effective monitoring and evaluation systems; staff capacity building in monitoring, evaluation, and research; and, designing and conducting pre- and post-training assessments. They will be expected to maintain best practices in needs assessment, project design, project implementation, monitoring, and evaluation. Other duties include designing data collection tools, and training and supporting program staff in data collection, storage, analysis, and interpretation.

In addition, the Monitoring, Evaluation, and Learning Associate will coordinate closely with program staff to produce abstracts (program and scientific research), contribute to scientific publications, participate in the development of policy briefs and position papers, and disseminate research findings with clear recommendations that can inform advocacy priorities and future interventions. The Associate will support the Executive Director as well as the Programs Team.

 

 

Roles and responsibilities:

Monitoring and evaluation

  • Develop a strategy for data management, data collection, data analysis, and sharing and learning opportunities for projects
  • Support, coordinate, and harmonize monitoring and evaluation mechanisms and practices
  • Develop organizational monitoring and evaluation tools, including frameworks, indicators, data collection methods, and data quality assurance measures
  • Review monitoring and evaluation plans for each project and provide feedback on needs, trends, best practices, and priorities to help in the design of future interventions

Capacity building

  • Develop and deliver capacity building initiatives including training and monitoring for field staff based on gaps in specific areas of knowledge and practices related to monitoring and evaluation
  • Train technical staff on monitoring and evaluation tools, research tools, research methodology, database use, and data interpretation to improve data for decision making and future project design
  • Coordinate the design of training manuals, tools, and protocols based on national and international manuals

Quality improvement and accountability

  • Perform program quality assurance activities such as data quality audits, capacity assessments, mid-term and final evaluation reviews, field monitoring and evaluations, and support for assessments, surveys, studies, and evaluations
  • Engage staff in data collection, analysis, and use of results for program quality improvement

Evidence and learning

  • Conduct needs assessments and research for the organization
  • Provide assistance in proposal design and project reporting related to research and monitoring and evaluation reporting requirements
  • Support the design of organizational research protocols and guidelines
  • Perform literature reviews and research projects and advise programmatic staff based on findings

 

 

Qualifications

  • The applicant must hold a Bachelor’s degree in public health, epidemiology, statistics, economics, or another social science, or related field*
  • At least one year of experience in designing and/or implementing monitoring and evaluation activities, such as developing data collection tools (i.e. surveys or interviews), defining goals or performance indicators, or using quantitative or qualitative methodologies*
  • Experience with statistical packages for data analysis, such as SPSS, STATA, or R*
  • Strong writing skills, as evidenced by writing reports and/or grant proposals*
  • Experience preparing materials for or delivering trainings to non-technical audiences*
  • Competent in using Excel*
  • Experience with monitoring and evaluation activities in a public health setting
  • Experience in database management or design
  • Experience in conducting research that includes quantitative or qualitative studies and/or literature reviews
  • Experience in documentation and knowledge management
  • Strong interpersonal communication skills
