Senior Procurement Officer, Market Research Planning & Sourcing Full-time

Job Description: Watoto Childcare Ministries is seeking a Senior Procurement Officer to oversee procurement planning based on market research and ensure its implementation aligns with operational plans. As part of our team, you will play a crucial role in managing market research, developing procurement plans, and ensuring compliance with procurement policies and procedures.

Key Duties and Responsibilities:

  1. Market Research and Procurement Planning:
    • Manage market research on prices for goods and services to ensure value for money.
    • Develop, maintain, and update an annual Master Procurement Plan.
    • Manage prequalification of service providers and establish procurement performance indicators.
    • Monitor market structure and commodity variances and verify with stakeholders.
  2. Procurement Processes:
    • Develop quarterly procurement work plans and ensure procurement operations align with the plan.
    • Ensure compliance with procurement and disposal policies and standard operating procedures.
    • Provide expert guidance to senior and line managers on procurement policy implementation.
    • Coordinate negotiation processes and source for cost-effective supplies.
    • Participate in contract evaluations and ensure clear terms of reference.
  3. Human Resource Management and Development:
    • Orient new staff and explain performance standards.
    • Train, coach, and mentor staff to deliver high performance.

Qualifications, Skills, and Experience:

  • Bachelor’s degree in Procurement, Business Administration (Procurement), Economics, or relevant discipline.
  • Minimum 5 years working experience in a busy and large organization.
  • Membership in a professional body.
  • Computer literacy in MS Office, MS Project, and database management.
