1. Project Officer

Job Summary: The Project Officer will lead the effective implementation and coordination of TEP project activities within their assigned region.

Key Duties and Responsibilities:

  • Develop and execute program work plans in alignment with project goals and objectives.
  • Provide guidance and direction to regional project teams to ensure effective implementation.
  • Coordinate with regional project stakeholders and partners.
  • Oversee regional Trainings of Health care workers on TEP delivery.
  • Site-based mentorship for health care workers.
  • Formation and supervision of Quality Improvement committees, ensuring meetings are held.
  • Oversee procurement of buffer laboratory commodities and medicines.
  • Assist in identifying key community stakeholders, leaders, and influencers to engage in project activities.
  • Participate in community meetings, events, and forums to represent the project and build relationships with community members.
  • Distribute project information materials, such as brochures, leaflets, and fact sheets, to community members and stakeholders.
  • Support the organization and facilitation of community training sessions, workshops, and focus group discussions.
  • Assist in translating project materials and messages into local languages, as needed, to ensure accessibility and understanding.
  • Collaborate with district, health facility, CoE, and project staff to develop community engagement strategies and action plans aligned with project objectives.
  • Maintain accurate records of community engagement activities, including attendance lists, meeting minutes, and feedback forms.
  • Liaise with local authorities, community leaders, to coordinate project activities and ensure community buy-in.
  • Monitor community dynamics, trends, and developments that may impact project implementation or outcomes.
  • Provide support to and supervise community health care workers as needed to facilitate effective community engagement and participation.
  • Supervision of health unit management committee members.
  • Conduct Quarterly laboratory hub coordination meetings.
  • Monthly facility-community coordination meetings.
  • Supervise community outreaches.
  • CPDs scheduled and conducted at the site.
  • Conduct community follow-ups.
  • Perform any other duties as may be assigned by the supervisor.

Key Outputs:

  • Efficient program planning and implementation done.
  • Regional project teams supervised.
  • Project activities and district stakeholders coordinated.
  • Budget management and financial oversight.
  • Monitoring and evaluation of program performance done.

Qualifications, Skills, and Experience:

  • Diploma in Midwifery. Registration and up-to-date licensure with the Uganda Nurses and Midwives Council is a MUST.
  • Bachelor’s degree in Nursing, Public Health, Midwifery, or Clinical Medicine.
  • HIV/AIDS Counselling Certificate.
  • Training in prevention of Mother-to-Child transmission of HIV.
  • At least three years of clinical experience in managing HIV/ART, maternal and child health programs.
  • Experience working in the region applied for, in program management or related roles, experience working on health-related projects in low-resource settings are an added advantage.
  • Knowledge of health systems strengthening and infectious disease control.
  • Fluency in the local languages: Luo (Gulu) and/or Ateso (Soroti).
  • Strong organizational and time management skills.
  • Excellent leadership and team management abilities.
  • Effective communication and interpersonal skills.
  • Financial management and budgeting proficiency.
  • Analytical and problem-solving capabilities.
  • Motorcycle riding skills and a valid riding license.
