Job Summary:

The UNDP Uganda seeks a Humanitarian, Development, and Peace Specialist to bridge the gaps between aid, development, and peacebuilding. This specialist offers strategic guidance, designs programs, and secures resources. They’ll partner with government, donors, and NGOs, advocating for the HDP approach across UNDP and externally. They’ll ensure program quality and knowledge sharing. A Master’s in social science (or a Bachelor’s with experience) and 7+ years of HDP experience are required.

Key Responsibilities:

  • Apply Nexus principles across programmatic pillars and coordinate with relevant components for UNSDCF implementation in Uganda.
  • Offer high-level policy advice internally and externally.
  • Oversee program design and development in the HDP area.
  • Advocate for policies and engage with various stakeholders on HDP Nexus matters.
  • Work in collaboration with UNDP HQ and Addis Ababa Regional Hub Units.
  • Contribute to the implementation of various projects, including resilience building, refugee response programming, socio-economic development, and community development initiatives.

Strategic Guidance and Advice:

  • Lead development of new opportunities for HDP work within the Country Programme and other strategic frameworks.
  • Provide advice on achieving a mixture of short-term, medium-term, and long-term results.
  • Offer strategic guidance to national HDP institutions and actors on policy issues.
  • Provide guidance to UNDP Senior Management on integrated HDP initiatives.
  • Ensure integration of cross-cutting issues into program/project design, monitoring, and evaluation.
  • Engage in UNDP’s cross-border development programs.
  • Adapt technical work to the local context and align with international good practices.

Building Strategic Partnerships and Resource Mobilization:

  • Engage in dialogues with development partners and donors.
  • Support resource mobilization efforts for current and envisaged programs/projects.
  • Liaise with regional and headquarter focal points on HDP nexus issues.
  • Coordinate program activities with other UNDP initiatives and international partners.
  • Develop concepts and pilot initiatives for functional partnerships.
  • Ensure high-quality and timely reporting to donors and other partners.

Strategic Planning and Quality Assurance:

  • Provide policy advice for strategic planning and implementation of HDP programs/projects.
  • Ensure HDP results meet the required standard of quality.
  • Advise UNDP Country Office on the implementation of HDP initiatives.
  • Support the development of an effective monitoring and evaluation system.
  • Facilitate quality assurance of reports and technical documentation.
  • Lead coordination mechanisms for coherence on HDP issues.

Knowledge Management and Reporting:

  • Communicate learnings from implementation and align them with a systems approach.
  • Identify and synthesize best practices and lessons learned.
  • Participate in UNDP knowledge networks and regional programs.
  • Advocate for UNDP’s work in the HDP area and raise visibility through knowledge sharing and communication materials.

Institutional Arrangement:

  • Report to the Deputy Resident Representative.
  • Collaborate with the Team Leader of the Governance and Peace Unit and other team leads, specialists, and advisors.

Qualifications:

Education:

  • Master’s degree in Social Science, Political Science, Public Policy, Public Administration, Law, Environmental Management, or related discipline.
  • Bachelor’s degree in combination with an additional two years of qualifying experience will be considered.

Experience:

  • Minimum of seven (7) years (with Master’s degree) or nine (9) years (with Bachelor’s degree) of progressively responsible experience working with the Humanitarian, Peace, and Development nexus approach.
  • Proven ability to work effectively in a multicultural team.
  • Advisory and management experience on programs and projects in governance, peace, and security.
  • Experience working with major actors in the Humanitarian, Governance, Peace, and Security areas.
  • Experience in technical advisory, policy development, and capacity development roles.

Desired Skills:

  • Experience in developing and managing multi-stakeholder partnerships.
  • Experience identifying technical cooperation needs in a humanitarian, development, and peace context.
  • Knowledge of the UNDP or UN systems.
  • Experience with UN/UNDP programs in Humanitarian, Governance, Peace, and Security.
  • Experience monitoring and reporting on human mobility, migration, and displacement issues.

Language Requirements:

  • Fluency in English, including excellent writing skills.
  • Knowledge of another UN language is an asset.
