About Uganda’s Refugee Commitment:
Uganda is known for its supportive approach to refugees, allowing freedom of movement, work rights, business establishment, property ownership, and access to national services. This is rooted in Uganda’s 2006 Refugees Act and the 2010 Refugees Regulations.

Current Refugee Statistics (as of 31 December 2023):

  • Total refugees: 1,577,502
  • Predominant origins: South Sudan (57%), Democratic Republic of Congo (DRC) (31%)
  • Settlement: 92% in settlements, 8% in Kampala, others in secondary cities and rural areas
  • Demographics: 51% women and girls, 80% women and children, 56% children, 18% adolescents (12-17), 24% youth (15-24), 3% elderly

EU-INTPA Intervention:
Funded by the EU with EUR 15 million, this program supports Uganda in providing solutions for refugees and migrants, aiming to strengthen humanitarian and development assistance integration.

Purpose and Scope of Assignment:
The Senior Monitoring and Reporting Associate will:

  • Support and lead ongoing EU/INTPA and PROSPECTS project activities
  • Coordinate program processes, lead M&E interventions, and support reporting processes
  • Report to the EU/INTPA and PROSPECT Program Coordinator – UNHCR and UNHCR Uganda Deputy Representative

Key Responsibilities:

  1. Coordination and Implementation:
    • Assist in rolling out EU-INTPA and PROSPECTS Programs
    • Lead development and implementation of monitoring systems and data collection tools
    • Ensure consistency and coherence of monitoring activities
  2. Data Collection and Analysis:
    • Collect and analyze relevant monitoring data, including partner data
    • Support data management systems and ensure data quality and compliance
  3. Field Monitoring:
    • Plan and conduct monitoring activities in the field
    • Document findings and follow up on recommendations
  4. Reporting:
    • Compile and analyze monitoring reports and data
    • Draft and finalize narrative donor reports
    • Verify baselines, targets, and indicators
  5. Program Support:
    • Contribute to concept notes and external engagement notes
    • Support new program implementations

Monitoring and Progress Controls:

  • Ensure coordinated implementation, monitoring, and reporting of the EU/INTPA program
  • Contribute to the PROSPECT phase II program, supported by the Netherlands

Qualifications and Experience:

Education:

  • High School Diploma with 4 years relevant experience or Bachelor’s degree with 2 years relevant experience

Work Experience:

  • Strong experience in M&E, project management in development/humanitarian contexts
  • Experience in data collection, analysis, and report drafting
  • Experience working with refugees and in humanitarian coordination
  • Experience with UN agencies and EU/Netherlands programs is desired

Key Competencies:

  • Independent work capability, cultural sensitivity, and positive team attitude
  • Highest standards of integrity and discretion

Languages:

  • Fluency in English is required
