Overview:

The U.S. Mission in Uganda is seeking eligible and qualified applicants for the position of Human Resources Specialist. The selected candidate will serve as a senior principal advisor to the HRO on complex HR management issues and will supervise a team of seven employees.

Work Schedule:

  • Full Time, 40 hours per week
  • Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) following receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position: Yes.

Supervisory Responsibilities:

  • Supervising seven employees, including:
    • Human Resources Assistant – LE Services, FSN-8
    • Human Resources Assistant – American Services, FSN-8
    • Human Resources Assistant (Payroll Liaison), FSN-7
    • Human Resources Administrative Assistant, FSN-6

Duties and Responsibilities:

  • Serve as a senior principal advisor to the HRO on HR management issues.
  • Supervise and perform the full range of personnel functions for LE Staff and American services.
  • Responsibilities include recruitment, onboarding, preparation of personnel actions, placement and promotion, resignations, disciplinary actions, classification requests, local wage surveys, maintenance of position control records, staffing patterns, personnel records and files, and preparation of reports.
  • Oversee personnel activities for American employees, including processing of incoming and outgoing personnel.
  • Supervise subordinates.

Qualifications and Evaluations:

Education:

  • Bachelor’s degree (or host country equivalent) in Human Resources or Business Administration is required.

Experience:

  • Minimum of five (5) years of progressively responsible experience in human resources management is required.
  • At least one (1) year of supervisory experience is required.

Job Knowledge:

  • Substantive knowledge of USG policies, regulations, and procedures.
  • Knowledge of Chapter 3 FAH-2 H-200-FSN Compensation and Chapter 3 FAH-2 H-400-FSN Position Classification of 3 FAH-2 (FSN Handbook).
  • Knowledge of State Department and associated agency Personnel manuals and regulations.
  • Thorough knowledge of local labor and social security laws and prevailing practices and customs related to compensation, retirement, and personnel management.
  • Good working knowledge of theories, concepts, and practices of HR Management: staff motivation, performance management, and position management.

Language:

  • English level IV (Fluent) Reading/Writing/Speaking is required.

Skills and Abilities:

  • Good working knowledge of MS Microsoft Word, Outlook, Excel, and PowerPoint programs.
  • Skills in using tools such as MClass, Overseas Personnel System (OPS), and Electronic Recruitment Application (ERA).
  • Excellent interpersonal skills, customer service, and organizational skills.
  • Good managerial skills and the ability to inspire confidence in employees and maintain effective working relationships.
