Job Title: Human Resource Assistants

Reports To: Human Resource Officer

Job Summary: The Human Resource Assistants will play a pivotal role in supporting various HR functions, maintaining accurate employee records, and contributing to the smooth operation of the HR processes within the organization.

About NIRA:

The National Identification and Registration Authority (NIRA) was established by the Registration of Persons Act (ROPA), 2015 and is mandated to establish and maintain the National Identification Register (NIR). The Authority is also charged with, among other things, the registration of citizens and legally resident aliens; assigning National Identification / Alien Identification Numbers (NINs/AINs) to qualifying persons and issuing Identification Cards to those 16 years and above; registration of births, deaths, and adoption orders and issuance of the relevant certificates.

Key Duties and Responsibilities:

  • Assisting in the project recruitment process and coordinating all recruitment activities.
  • Supporting the induction and training of staff across different departments.
  • Creating, maintaining, and updating precise project staff files.
  • Participating in payroll functions and addressing any payroll-related queries.
  • Providing clerical and administrative support to the Human Resource department.
  • Ensuring the confidentiality and integrity of staff personal data.
  • Assisting in the evaluation of project staff performance.
  • Tracking Human Resource project expenditure against performance metrics.
  • Enforcing approved discipline and codes of ethics for all project staff.
  • Handling all staff grievances and concerns effectively.
  • Ensuring strict adherence to data protection and privacy regulations, including the Data Protection and Privacy Act 2019.
  • Performing any other duties as assigned by the Head Human Resource.

Qualifications / Education:

  • Bachelor’s degree with Honours in Human Resource Management, Community Psychology, Social Sciences, Business Administration, Management, or related field.
  • Membership in the Human Resource Managers Association of Uganda will be advantageous.

Experience and Skills:

  • Previous experience in human resource management will be beneficial.
  • Proficiency in IT and computer applications.
  • Professional understanding of technical operations and functions.
  • Knowledge of HR systems will be advantageous.
  • High moral character and integrity.
  • Ability to work effectively under pressure and meet deadlines.
  • Capability to work both independently and as part of a team.
  • Comfortable with extended periods of computer work.
  • Flexibility to work on weekends and travel long distances.
  • Strong problem-solving skills, empathy, and good listening skills.
  • Effective communication skills, both written and verbal.
  • Innovative thinking, decisiveness, accuracy, and good organizational skills.
  • Demonstrated ability to work collaboratively in a team environment.
