Job Title: Database Administrator Assistant

Job Summary: The Database Administrator Assistant will play a vital role in ensuring the continuous operation and optimal performance of NIRA’s databases, ensuring a seamless flow of information between backend data structures and frontend accessibility for end-users.

About NIRA:

The National Identification and Registration Authority (NIRA) was established by the Registration of Persons Act (ROPA), 2015 and is mandated to establish and maintain the National Identification Register (NIR). The Authority is also charged with, among other things, the registration of citizens and legally resident aliens; assigning National Identification / Alien Identification Numbers (NINs/AINs) to qualifying persons and issuing Identification Cards to those 16 years and above; registration of births, deaths, and adoption orders and issuance of the relevant certificates.

Key Duties and Responsibilities:

  • Assisting in implementing and enforcing comprehensive maintenance procedures for NIRA’s database systems.
  • Defining users and facilitating proper data distribution to authorized users in a timely manner, adhering to NIRA’s approved data policies, procedures, and standards.
  • Supporting data backup and recovery processes in alignment with the data backup policy.
  • Conducting regular tests and evaluations to uphold data security, privacy, and integrity.
  • Monitoring database performance, implementing necessary changes, and applying updates as required.
  • Contributing to the development and implementation of processes for fault resolution, data loss prevention, and disaster recovery planning.
  • Participating in data migration and archiving activities.
  • Assisting in drafting database documentation, including data standards, procedures, and definitions for the data dictionary (metadata).
  • Monitoring system and database performance, data usage, and storage space, providing support for backup and recovery procedures.
  • Creating and managing database reports, visualizations, and dashboards.
  • Developing automation for recurring database tasks and supporting performance tuning and optimization efforts.
  • Supporting initiatives to enhance database security and providing second-level support to techno-functional users.
  • Ensuring strict adherence to data protection and privacy regulations, including the Data Protection and Privacy Act 2019.
  • Performing any other duties assigned by the Manager Information Systems.

Qualifications / Education:

  • Bachelor’s degree with Honours in Computer Science, Information Technology, Information Systems, or related field.
  • Excellent technical proficiency in various programming languages.
  • Hands-on experience with database standards and end-user applications.
  • Strong knowledge of data backup, recovery, security, integrity, and SQL.
  • Familiarity with database design, documentation, and coding practices.
  • Experience with DBA case tools (frontend/backend) and third-party tools.
  • Possession of relevant industry certifications will be advantageous.

Experience and Skills:

  • Proven working experience as a Database Administrator, with experience in Oracle and Postgres being beneficial.
  • Effective problem-solving skills with an algorithmic approach.
  • Ability to work effectively under pressure and meet deadlines.
  • Capability to work both independently and as part of a team.
  • Comfortable with extended periods of computer work.
  • Flexibility to work night shifts and weekends when required.
  • Attention to detail, teamwork, good organizational skills, and cost awareness.
