About Hopelink Action Foundation (HAF Uganda): Hopelink Action Foundation (HAF Uganda) is a vibrant, non-profit, non-sectarian, and non-political National Non-Governmental Organization. Registered in compliance with the National NGO Bureau regulations, HAF-Uganda has been operating since 2019, implementing life-changing projects across various sectors. Position: Finance Coordinator
Duty Location: Gulu, Uganda
Supervises: Country Accountant, Finance Officer
Reports to: Executive Director
Start Date: 2nd May 2024
Contract Duration: Ends 31st December 2024 (with possibility of extension based on funding availability and performance)

Roles and Responsibilities:

Financial Management & Oversight:

  • Provide leadership and financial insights to the finance and accounting areas, proposing and implementing improvements in operational management processes.
  • Manage, coach, and train the Finance Officer for departmental effectiveness.
  • Maintain control over general ledger, accounts payable, expense reports, and payroll.
  • Ensure full compliance with Uganda Revenue Authority, NGO Board, and return requirements.
  • Prepare accurate and timely financial reports for decision-making and internal control systems.
  • Collaborate with budget owners/manager/operations team to ensure expenditure alignment with the budget.

Financial Reporting:

  • Prepare monthly budget balances report and share with budget holders.
  • Minimize errors in team reports through constant feedback and review.
  • Prepare, analyze, and submit accurate monthly financial and management reports.
  • Coordinate preparation of audited financial statements and tax returns.

Financial Control & Accounting:

  • Implement and observe all accounting systems, payments, bookkeeping, and statutory filings.
  • Ensure accuracy and prompt processing of financial transactions.
  • Develop, implement, and maintain current best practices related to transaction processing.
  • Manage payroll, accounts payable, revenue and expense, fixed assets, bank reconciliations, and allocations.
  • Perform month-end closing procedures, including account reconciliations and updating schedules.

Budget Management:

  • Support budget managers in preparing annual budgets and provide clarity as needed.
  • Ensure budget entries into the accounting system.
  • Share monthly and quarterly Budget vs Actual (BVA) reports with budget holders.
  • Monitor budget memos and update approved budgets in QuickBooks as needed.
  • Offer periodic training to improve financial management, discipline, and accountability.

Job Requirements:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or Commerce with CPA or ACCA Level II.
  • Finance & Accounting experience in a non-profit environment.
  • 7 years of experience in finance, accounting, auditing, and financial analysis.
  • Minimum 3 years of managerial experience leading finance teams.
  • Experience handling large budgets, especially USAID, ECHO, and LEGO funded.
  • Strong entrepreneurial drive, ability to lead and collaborate with a data-oriented problem-solving approach.
