Job Description:
As an Operations Control Manager (OCM) at Uganda National Airlines, you will play a crucial role in ensuring the smooth and efficient operation of the airline. Your responsibilities will span from scheduling aircraft and crew to managing disruptions and ensuring compliance with aviation regulations. You will collaborate with various departments to meet operational, maintenance, and safety requirements.
Roles and Responsibilities:
- Scheduling and Coordination: Safely and efficiently schedule aircraft and crew in coordination with the Head of Flight Operations, Head Maintenance and Engineering, Cabin Services Manager, and Roster Clerks to meet aircraft utilization, punctuality, and maintenance requirements.
- Guidance and Support: Provide administrative, functional, and technical guidance to the flight Dispatch and Load Planning teams on behalf of the Head of Flight Operations.
- Operational Control Standards: Develop, implement, and enforce operational control standards, policies, and procedures for the Flight Dispatch function in accordance with safety, UCAA, corporate, and operational coordination requirements.
- Dispatch Services: Offer flight operational support through Dispatch services, including Flight Planning, Flight Watch, Weather Briefing, and communications as per UCARs and Operations Manual.
- Training and Evaluation: Ensure Operations control personnel receive appropriate training, checking, and route familiarization. Monitor Flight Dispatcher (FOO) performance and maintain accurate records of evaluations and training.
- Procedure Development: Initiate, maintain, and update the Flight Dispatch Procedures Manual (FDPM) and other relevant documents. Develop and implement SOPs for Dispatch to ensure safe operations and UCARs compliance.
- Budget and Expenditures: Prepare operating and capital expenditure budgets related to Flight Dispatch.
- Compliance and Coordination: Ensure all operations staff are well-versed in the operations manual and Emergency Procedures. Coordinate with other departments to achieve Uganda Airlines’ punctuality and regularity targets while considering operational maintenance and security requirements.
- Disruption Management: Manage disruptions to the flying program with a focus on passenger welfare and cost-effective solutions. Address air traffic routing problems, delay analysis, and responses to crew.
- Maintenance Liaison: Liaise with the maintenance department to ensure schedules are met and manage unplanned maintenance events efficiently.
- Recruitment and Training: Handle recruitment, training, rostering, and discipline of OCC staff as the Department Head.
Minimum Qualifications and Experience:
- Flight Operations Officer License or Airline Transport Pilot License.
- At least 4 years of experience in a busy commercial airline within Dispatch.
- Frozen ATPL.
- Adequate knowledge of Uganda Civil Aviation Regulations.
- Excellent communication skills.
- Thorough knowledge and understanding of flight scheduling and fleet operations.
- Computer literate.
- High level of proficiency in English.
