Position Description: RTI’s Center for Governance is seeking a Finance Officer for the Uganda DRA Project. This role involves managing financial systems and procedures, ensuring compliance, and reporting project funds. The position is based in Kampala, Uganda, and reports to the Finance & Grants Manager.

Primary Responsibilities:

  • Assist the Finance & Grants Manager with the administration and oversight of program funds in compliance with RTI and USAID guidelines.
  • Coordinate and assist in grants administration, review financial reports from grantees, and monitor their expenses against approved budgets.
  • Develop the financial management capacity of grantee staff through coaching and mentoring.
  • Maintain local accounts using QuickBooks, enter and code all transactions.
  • Collect approved timesheets and process monthly payroll.
  • Initiate checks and bank payments to vendors and grantees.
  • Estimate monthly cash needs and prepare requests for wire transfers from RTI headquarters.
  • Maintain financial management files with backup documentation as per USAID regulations and RTI policies.
  • Identify and resolve accounting discrepancies.
  • Monitor monthly/quarterly expenditures, compare them with approved budgets, and provide budget analysis to the Grants and Finance Manager.
  • Coordinate with grantee finance staff on advance requests and track their liquidation.
  • Prepare quarterly VAT reports for USAID.
  • Ensure withholding tax from vendors and provide tax withheld certificates.
  • Perform other general accounting duties as assigned.

Qualifications:

  • Bachelor’s degree in business administration or accounting and at least 3 years of experience, or a Master’s degree with 1 year of experience in financial management, reporting, auditing, and/or taxation.
  • Professional Accounting Designation (CPA, ACCA) or significant progress toward obtaining it preferred.
  • Demonstrated knowledge and experience in accounting, financial planning, budgeting, reporting, and internal control systems.
  • Knowledge of accepted accounting practices and principles.
  • Significant experience using QuickBooks.
  • Advanced working knowledge of Excel and strong database skills.
  • Good writing and communication skills in English.
