Job Summary:

The Human Resource and Administration Officer will develop and implement policies and administrative activities relating to the effective use of personnel and monitoring of the administrative and office-related functions accordance with the established Forum policies and guidelines as well as the Uganda statutory requirements and procedures.

Key Duties and Responsibilities:

Human Resource:

  • Recruit staff, including developing job descriptions, preparing job adverts, shortlisting, interviewing, and selecting candidates.
  • Advise on pay and other remuneration issues, including promotion and benefits.
  • Undertake regular salary reviews.
  • Negotiate with staff and their representatives on issues relating to pay and working conditions.
  • Deal with employee grievances and implement disciplinary procedures.
  • Assess staffing needs and generate human resource plans.

Administration:

  • Develop and implement policies on working conditions, performance management, equal opportunities, and disciplinary procedures.
  • Handle internal and external mail/courier distribution efficiently.
  • Maintain orderly filing of program documents and correspondence and ensure safe custody of confidential files.
  • Maintain updated Asset and stores registers, fuel analysis, and bin cards.
  • Monitor the proper use and maintenance of office facilities and equipment.
  • Assist in supervising office staff and drivers.
  • Perform any other relevant duties assigned by the Administration & Human Resource Manager.

Records and Reporting:

  • Maintain and update the annual staff leave schedule.
  • Prepare and/or review the NAFOPHANU Human Resource manual.
  • Administer timesheets and maintain employee records.

Qualifications, Skills, and Experience:

  • University degree in Human Resource Management or Business Administration.
  • Minimum of three (3) years working in administration and/or human resource management.
  • Computer literacy and knowledge of MIS.
  • High integrity, self-driven, and willing to work hard under challenging circumstances.
  • Strong organization, supervisory, problem-solving, interpersonal, and communication skills.

Note: People Living with HIV (PLHIV) are particularly encouraged to apply.
