UBOS is the principal data gathering and statistical organization in Uganda. It is responsible for coordinating, monitoring, and supervising the National Statistical System. The Bureau aims to produce comprehensive, reliable, and timely statistical information to guide the country’s planning and decision-making processes.
Job Description
Duties and Responsibilities:
- Supervise audit engagements and advisories and report directly to the Director/Chief Internal Auditor.
- Provide guidance to audit teams, review reports for the audit engagements undertaken, and submit the reports to the Director/Chief Internal Auditor.
- Support the Director/Chief Internal Auditor in preparing quarterly and annual audit reports.
- Assist the Director/Chief Internal Auditor in planning and budgeting for the Directorate in line with the Directorate Scorecard.
- Develop an Annual Risk-Based Internal Audit Plan in consultation with the Chief Internal Auditor.
- Assess compliance with laws, set policies, procedures, standards, and best practices.
- Continuously review systems to assess the appropriateness of internal controls for producing accurate and reliable information and safeguarding UBOS assets.
- Support the Chief Internal Auditor in preparing audit programs and methodology.
- Coach, counsel, and guide the audit team in their areas of professionalism in accordance with the International Professional Practices Framework (IPPF).
- Supervise, coach, and mentor staff, and monitor their performance and development through performance reviews.
- Facilitate management on the improvement of good practices and the effectiveness of risk management and governance processes.
- Coordinate the quality assurance and improvement program for the Internal Audit Activity.
- Discuss reports with Management and agree on the action points and timeframes for implementation.
- Perform any other related tasks assigned by the Director/Chief Internal Auditor.
Qualifications and Requirements
Experience and Other Requirements:
- Strong analytical, interpersonal, and report writing skills.
- Effective communication skills.
- Proficient in the use of computer applications and relevant auditing or financial management packages.
- Good grasp of the technical aspects of accounting and financial statements/reports.
- Proven leadership skills.
- High integrity, objectivity, and independence.
- Ability to work as a team member.
- Understanding of internal auditing standards (IPPF).
Educational Qualifications:
- Bachelor’s degree in Commerce, Accounting and Finance, or Business Administration (Accounting Option).
- Master’s degree in Finance, Accounting, or Business Administration (e.g., MBA) is mandatory.
- Professional qualification like ACCA, CPA, CIA is required.
- Minimum of 10 years’ experience with at least three (3) years at Principal Officer level.
- Membership to the Institute of Internal Auditors (IIA) is a must.
