Role Overview:

MTN Uganda is seeking a seasoned professional to implement and manage the technology roadmap for Opco FibreCo. This position involves aligning and managing efficient network rollouts, operating a cost-effective and future-proof network, and delivering excellent quality of service, coverage, and capacity.

Key Performance Areas & Deliverables:

The Head of Technology & Network will be responsible for achieving the following objectives:

Strategy Development and Implementation:

  • Cascade the Group strategy to create a functional strategy aligned with overarching business goals.
  • Oversee the implementation of the functional strategy through direction, structure, frameworks, models, plans, and roadmaps.
  • Regularly review the functional strategy and roadmap to ensure alignment with changing internal and external dynamics.

Staff Leadership and Management:

  • Source, induct, and manage talent per legislative guidelines.
  • Foster a culture of collaboration and effective teamwork.
  • Maintain open communication channels and implement change management interventions as necessary.
  • Define roles, responsibilities, individual goals, and performance objectives for the team.
  • Set KPIs and provide regular performance feedback through a performance review program.
  • Develop and implement a training plan to build and develop team skills.
  • Manage resources per HR policy and legislation when necessary.
  • Participate actively in the leadership team and develop the skills of the team.
  • Promote a ‘partnership approach’ to develop strong relationships with other working groups and adhere to Group governance.

Governance & Strategic Meetings:

  • Participate in strategic meetings, providing input and driving OpCo-wide transformation initiatives.
  • Ensure adequate risk mitigation and controls in the function.
  • Evaluate Service Level Agreements (SLAs) and KPIs, driving proposals/business cases on change initiatives, SLA policies, and procedures.

Escalations:

  • Escalate issues impacting time, scope, productivity, cost, or resources to the MD/Bayobab Technology teams.
  • Manage and provide solutions to escalations impacting multiple processes/functions on the critical path of service delivery.

Tactical Function Management:

  • Review and finalize objectives, targets, and budgets under MD oversight.
  • Review key risks, issues, and dependencies, setting mitigation actions as needed.
  • Sign-off or seek sign-off from Management on tactical changes.

Performance Monitoring:

  • Monitor Technology & Network functional performance and alignment with overall OpCo strategy.
  • Approve SLAs and review exception performance.

Budget Management:

  • Manage the function’s budget in line with business objectives, ensuring cost-effective operations per business drivers.

Functional and Delivery Leadership:

  • Lead the Technology & Network vertical, ensuring alignment with Group guidelines.
  • Serve on the executive committee to align technology goals with organizational objectives.
  • Manage Technology Infrastructure, Network, and Service delivery for various services and oversee network deployment plans.
  • Ensure network resilience, redundancy plans, and maintenance processes are in place.
  • Manage enterprise Information Security & IT service management for the OpCo.
  • Resolve customer complaints & escalations within agreed SLA timelines.

Education & Experience:

  • Minimum Qualifications: B. Tech/B.Eng./B.Sc. in Computer Science, Engineering, or a related field.
  • Preferred Qualifications: Master’s degree in technology/engineering.
  • Experience: 5-8 years in a similar position with at least 3 years in a managerial role; 10-12 years in wholesale/infrastructure/B2B Telecommunications with knowledge in Planning & Designing of FTTX Networks.

Functional Knowledge:

  • FTTX Network solution design & planning
  • Backbone transmission planning & roll-out
  • Service orchestration, cabling, and leased line management
  • Network operations management and IT service & platform management
