About UNHCR: The United Nations High Commissioner for Refugees (UNHCR) was established in 1950 by the United Nations General Assembly. UNHCR’s mandate is to lead and coordinate action for international protection to refugees, seek permanent solutions to refugee problems, and safeguard refugee rights and well-being. UNHCR also addresses issues of statelessness as mandated by the 1961 Convention on the Reduction of Statelessness.

Job Summary: The Senior Community-Based Protection Associate, a member of the Protection Unit, reports to the Protection Officer or another senior staff member in the Protection Unit. They work with communities of concern to identify risks and leverage capacities for protection. This role involves spending a significant portion of the workday outside the office, building and maintaining networks within communities. The incumbent supports the application of community-based protection standards and practices and assists in designing a community-based protection strategy through consultation with persons of concern (PoC).

Key Duties and Responsibilities:

  • Integrate participatory and community-based approaches into the protection strategy.
  • Stay informed about developments impacting the protection environment and advise the protection team accordingly.
  • Identify opportunities for national civil society involvement in improving PoC protection.
  • Develop community-owned activities to address various concerns and protection needs.
  • Perform analysis of community capacities and risks they face.
  • Contribute to participatory assessments and ongoing consultation with PoC.
  • Plan and monitor programs and budgets with an Age, Gender, and Diversity (AGD) perspective.
  • Support communities in establishing representation and coordination structures.
  • Assist in developing UNHCR communication strategies emphasizing participatory approaches.
  • Act as an interpreter, contribute to liaison activities, and respond to routine queries.
  • Enforce compliance with global protection policies and standards.
  • Support risk identification and management in the area of responsibility.

Qualifications, Skills, and Experience:

  • High School Diploma with at least four years of relevant experience; or Bachelor’s degree with two years of relevant work experience.
  • Certificates and/or Licenses in Development, Human Rights, International Law, Social Work, Social Science, or Political Science.
  • Language Requirements: Knowledge of English and/or UN working language of the duty station if not English.

Desirable:

  • UNHCR learning programs (PLP).
  • Knowledge of MSRP.

Functional Skills:

  • IT-Computer Literacy.
  • IT-Enterprise Resource Planning (ERP).
  • UN/UNHCR Administrative Rules, Regulations, and Procedures.
  • Community-based Protection – Principles and methodologies.
  • Multi-stakeholder Communications with Partners, Government & Community.
  • Stakeholder management and coordination with Implementing Partners (Gov/NGO/Corporate).
  • Capacity Building.
