Dwelling Places Profile:

Dwelling Places (DP) is a registered Christian  Non-Governmental Organization which specialises in the rescue, rehabilitation, reconciliation, resettlement and follow-up of children living on the streets.  The overall objective of DP  is to have a society where every child has a chest to rest their head on and a place to call home.

 

 

Job Summary:

The overall responsibility of the MEAL Officer is to conduct the day to day implementation data of project interventions in Napak. He/she will work closely with other members of the project team and other project stakeholders (local government, NGO partners, and communities). He/she will ensure that the project activities are implemented in a timely and efficient manner in a bid to contribute to improved child protection and Education outcomes among community girls and boys.

Dimensions Of The Role: The MEAL Officer will be a member of the program, child protection and Education teams at field level and national level.

  • Member of the Program Team at Program Unit level.
  • Participates in planning, implementation and monitoring, evaluation, accountabilities and learnings of project activities to achieve the set project objectives and targets.
  • Directly implements project supported interventions to achieve the set objectives and targets related to studies, evaluations and learnings.
  • Works closely with the relevant district departments, civil society organizations and community teams to ensure effective coordination and quality delivery.

 

 

Roles and Responsibilities:

  • Ensures that Dwelling Places policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Dwelling Places Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
  • Mobilize target communities , families and key stakeholders at community, sub county and district level to participate in project activities
  • Facilitate planning, review and feedback sessions with management structures, heads of projects, teams and other frontline volunteers supporting the projects in the operational areas.
  • Organize and directly facilitate training, on job mentoring sessions and other capacity building initiatives for project team, volunteers and other Stakeholders targeted in the program on data management.
  • Prepare and submit monthly and quarterly narrative progress reports to project heads based on the valid data.
  • Regularly collect and analyse data to identify, document and disseminate key learning /best practices from the projects and share project information to relevant stakeholders.
  • Identify learning opportunities for the team and conduct activities to enhance learning for project volunteers across the communities.
  • Participate in program /project research, assessments or evaluations undertaken in the operation areas as may be deemed necessary.
  • Develop strong and sustainable relationships with local and international NGOs, Government departments and UN bodies involved in Dwelling Places work.
  • Ensure project interventions and activities are closely aligned and contributing to the Dwelling Places country programs, including promoting and supporting integration.
  • Promote children and women’s rights and consistently pursue a rights-based approach to the project.
  • Ensure child protection measures are in place and functional in all related Monitoring and Evaluation activities.
  • Ensure strong internal programme integration and external programme coordination with relevant stakeholders.
  • Keep abreast of developments within the field and to share best practice within and outside DP Uganda.
  • Provide support to DP teams and communities to identify and access resources that will enable them to meet the needs of children through data evaluations.
  • Support the sector heads and DP leadership in developing Concept papers/ proposals for funding opportunities.
  • Performs additional duties as per the request of the project heads and leadership team.

 

 

Minimum Qualifications

  • The applicant must hold a Bachelor’s degree in Statistics or any relevant field with wide demonstrated relevant experience in MEAL aspects.
  • At least three years of professional experience in MEAL /programme facilitation in the development field.
  • Demonstrated skills and experience in promoting child centered pedagogy and child friendly school environment
  • Solid understanding of best practices in community Led approaches in the delivery of MEAL programs
  • Experience and skills in the use of participatory approaches and rights-based programming.
  • Excellent communication, organizational and interpersonal skills.
  • Demonstrated experience in networking with other development partners in the field.
  • Good oral and written communication in English and local language where assigned
  • Good knowledge of ICT.

PHYSICAL ENVIRONMENT

The MEAL Officer will be based in Karamoja Region.

LEVEL OF CONTACT WITH CHILDREN

High level: Frequent interaction with children and their caregivers.
