Position: Monitoring, Evaluation and Learning Officer

Reports to: Project Coordinator

MAJOR RESPONSIBILITIES

Set up and Support THRIVE 2030 Project Monitoring:

  • Establish a robust MEAL system for the project with a clear MEAL framework and a performance monitoring plan for all project indicators.
  • Develop and administer performance-monitoring tools to track program indicators in line with the Project/Programme implementation plans.
  • Provide detailed, user-friendly guidance and protocols for data input, storage, and processing into the national M&E system and partnership iMPAQ System.
  • Roll out and develop strong accountability mechanisms at the AP and cluster level for the THRIVE 2030 Project.

Project Monitoring:

  • Collect and process data on project activities as specified in the detailed program implementation plan.
  • Plan and conduct project output and outcome level monitoring as per the MEAL plan and share through monitoring reports on the project’s progress.
  • Perform quarterly data quality assessments to ensure validity, integrity, precision, reliability, and timeliness of all performance data.
  • Provide routine monitoring data on the progress of accountability mechanisms at the AP and cluster Level for the THRIVE 2030 Program.

Data Management, Analysis, and Reporting:

  • Perform analysis of data, providing descriptive and inferential statistics, as well as qualitative analysis, to enhance understanding of project indicators.
  • Provide meaningful data summaries and visualizations to demonstrate results to project management.
  • Support the use of software for results-based monitoring and evaluation such as SPSS, EPIDATA, EPIINFO, STATA, GIS.
  • Prepare monitoring and evaluation reports documenting the findings of evaluation processes.

Project Documentation and Learning:

  • Compile progress reports (Monthly, Quarterly, Semi-Annual, and Annual) for management decision-making.
  • Promote the utilization of data/information from progress reports, baselines, evaluations, and other assessments through reflection and learning forums.
  • Document project learnings, significant change stories, best practices, etc., to profile project performance to stakeholders.

Assessments, Evaluations, and Research:

  • Provide technical guidance and leadership in conducting project assessments, baselines, evaluations, and research.
  • Monitor and track the implementation of project baseline, evaluation, and research recommendations.

Information Management Systems:

  • Develop appropriate project Information Management Systems including project databases.
  • Utilize WVU database initiatives and other relevant National Databases for organizational visibility.
  • Provide information/data required to support proposal writing for resource mobilization.

Capacity Building:

  • Provide technical support to project staff, beneficiaries, and stakeholders on monitoring and evaluation.
  • Develop the capacity of project staff to utilize existing M&E tools for proper tracking and reporting.

Other Duties:

  • Carry out any other duties required by the MEAL Manager in support of the overall MEAL agenda and organizational objectives.

KNOWLEDGE AND QUALIFICATION FOR THE ROLE:

  • Experience with qualitative and quantitative M&E data collection and analysis methods.
  • Knowledge of designing and managing M&E systems at a national level.
  • Experience in designing M&E methodologies and tools, and ability to coach and train others.
  • Proficiency in MS Excel, and working knowledge of statistical data management packages/software.
  • Bachelor’s degree in Monitoring & Evaluation, Statistics, Quantitative Economics, Public Health, or related field.
  • Minimum of 3 years of work experience in managing data-intensive programs.
  • Experience in proposal writing, grants management, report writing, research, and monitoring and evaluation.
  • Ability to work with interdisciplinary teams and a wide range of program/project activities.
  • Strong report writing, communication, interpersonal, and facilitation skills.
  • Proactive, self-driven, and motivated with leadership potential.
  • Spiritual maturity, interfaith knowledge, and a biblical worldview.
  • Ability and willingness to travel domestically up to 30% of the time, plus occasional international travel.
  • Fluency in English both written and verbal.
