Play Matters- Sparking Life Long Learning is a 5-year Project funded by the LEGO Foundation. The project is aimed at supporting play-based learning for children aged 3-12 years in refugee and host communities in the West Nile region. The project goal is to see every child inspired by playful learning, in every setting, every day, at school, in the home, and in the community.

 

Job Profile:

Under the overall guidance of the Project Manager and direct supervision by the Project M&E Coordinator, the M&E Officer will be responsible for supporting design and implementation of M&E activities of the Project; assisting (providing input/data) to the Project Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, including collection & analysis of different data in relation to the project activities. The Monitoring and Evaluation Officer works in close collaboration with the project team, and district stakeholders and other project stakeholders.

 

Roles and responsibilities for Plan International Uganda Jobs:

The Monitoring and Evaluation Officer will have the following duties and responsibilities:

  • Develop and implement monitoring, inspection and evaluation procedures to collect data for a gender transformative primary school education project
  • Implementation of the PMP at the district level in coordination with local stakeholder, primary schools and local education officials.
  • Work alongside district-level education officials to pilot and use the tools developed to monitor the project at the primary school level
  • Provide technical assistance to local education officials in order to support the development and piloting of tools for the collection of school-level data, particularly those which go above and beyond standard data available in school registers
  • Monitor and provide process-oriented feedback on all project activities and progress towards achieving the project results;
  • Based on ongoing results acquired and verified through the online database, provide feedback to the Project Manager on project strategies and activities in the relevant district based on the analysis carried out;
  • Report on all project results to the Project Manager according to the agreed-upon timelines relevant to stakeholders and project donors;
  • Support capacity development, training and regular review and oversight processes on the project monitoring and evaluation system Provide inputs, information and statistics for quarterly, annual and other reports to Project Management Team;
  • Participate in annual project reviews and planning workshops and input/support the Project Manager in preparing relevant reports;
  • Assist in coordinating across the available components of the Project to ensure effective implementation of M&E/MIS;
  • Assist the project personnel with the implementation of M&E tools and processes and in supporting them in their use.

 

Physical Environment

  • Day to day travel within the project locations in Adjumani, Terego and Yumbe districts and may occasionally be requested or required to travel outside West Nile depending on need.
  • The MER will be based in Adjumani or Yumbe. S/he should have the ability and willingness to spend much of his / her time in Refugee settlements and host community sites checking the progress of project implementation
  • Should be having willingness and capacity to work in fragile situations of West Nile.
  • Regularly attend meetings with WASH and Child protection working for groups with UNHCR, OPM and other implementing agencies in Emergency.
  • Basing on the above s/he should have excellent communication skills, be a calculative and sensitive communicator when communicating to the target group and avoid being judgemental at all times

 

Level of contact with children

High level: Frequent interaction with children in the field of project operations.

 

Key relationships

Internal

The MER Officer will report to;

The M&E Coordinator, accountable to the Project Manager

MER Manager – for M&E, Research, and documentation support

MER-Manager, Research and Evaluation Coordinator, Learning and Accountability Coordinator, relevant NO-based colleagues.

National Program Managers – Education, Child protection & CP for technical support in education and Child Protection.

External:

  • Project Implementing partners
  • CSO and Networks that support the achievement of project outcomes
  • Children
  • District Education Officials and School Principals/Head Teachers
  • Community members/ Refugee committee

 

Minimum Qualifications:

Education

University Degree in a development field preferably (Project Planning and management, Development studies, Social Sciences, Statistics, Economics or related field).

Knowledge & Experience

  • At least 2 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs, with a strong preference for those who have worked in the Education sector;
  • Experience in designing tools and strategies for gender transformative data collection, analysis and production of reports;
  • Expertise in analysing education data using statistical software.

Desirable

  • Excellent oral and written communication skills in English
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe

Safeguarding Children and Young People Policy (mandatory for all staff)

  • Adhere to the Child Protection Policy, Code of Conduct and reporting any CPP issues.
  • Responsible for the implementation of the CPP standards as they apply to area of responsibility plus the development of actions to address identified gaps and monitoring their effectiveness.
  • Ensure that all Plan International partners, visitors and associates in his/her area of responsibility are provided with, are made aware off and have signed and returned a copy of the child protection policy. Inform the partners, visitors and associates that they must comply with the policy in all contacts and communications with children during their visit.
