Job Summary:

The Programme Associate (Partnership Assessment/Evaluation) will provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

 

 

Roles and responsibilities of UN WFP Uganda Jobs 2022:

Capacity Assessment

  • Coordinate and effectively plan the capacity assessment process together with the technical units and the Field/Area offices for prospective and current partners to inform the Partner Identification selection process.
  • Update corporate tools to fit the context of the country, project specifications and organizational structures.
  • Generate reports and matrixes with the findings from the assessments to inform relevant parties.
  • Following the assessments, support CPs in the follow up of the gaps identified from the assessments to ensure improvement in the organizations technical and programme capacity.

Performance Assessments:

  • Coordinate and effectively plan the performance process together with the technical units and the Field/Area offices for current partners during the course of the FLA.
  • Update corporate tools to fit the context of the country, project specifications and organizational structures.
  • Generate reports and matrixes with the findings from the performance assessments to inform the partners, management, and the relevant technical units.

Improvement Plan:

  • Following the performance evaluations and midterm reviews, develop improvement plans for CPs on identified areas of concerns.
  • Support CPs and WFP staff to monitor and follow up on the gaps identified from the assessments.
  • Together with the Field/Area Team track progress of agreed upon action points for improvement upon commencement of performance evaluations.

Support Services:

  • Assist in the cooperating partner selection process to develop more collaborative and strategic relationships in line with Country Strategic and WFP visions.
  • Support in all administrative processes to ensure the effective implementation of Field Level Agreements (FLAs) and/or MOUs in consultation with WFP teams and current and prospective partners. This is not limited to Service Outline Agreements (SOA) creation, WINGs administration, budget amendments/ addendums to FLAs and any arising tasks.
  • Support and participate in the Cooperating Partner Committee (CPC) meetings at the Country Office level and in consultation with the Field/Area Office.
  • Organize and participate in engagement sessions and trainings with WFP staff and CP staff.
  • As and when necessary, support in any other tasks pertaining to Partnerships Management.

 

 

Qualifications for UN WFP Uganda Jobs 2022

  • The ideal candidate for the United Nations World Food Programme (WFP) Programme Associate (Partnership Assessment/Evaluation) job placement must hold a University degree from an accredited University in International Studies, Economics, Politics or any another another related field;
  • At least three (3) years of progressive work experience in the UN system, with at least one year in partnerships management;
  • Experience working with policy discussions.
  • Experience in Monitoring and Evaluations specific to NGOs
  • Demonstrated ability to work in a team and under minimum supervision;
  • Strong written and analytical skills;
  • Strong computing skills and knowledge of Microsoft Applications
  • Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
  • Basic knowledge of one of the local language

Competencies:

  • Programme Lifecycle & Food Assistance: Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
  • Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to implement, under guidance, food assistance programmes deploying the full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
  • Broad Knowledge of Specialized Areas: Understands basic technical concepts and data and their relevance to food assistance programmes.
  • Emergency Programming: Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
  • Strategic Policy Engagement w/Government: Understands and applies basic principles of engagement with government counterparts at the national or local level.
