About UBOS: Uganda Bureau of Statistics (UBOS), a semi-autonomous body, is at the forefront of producing reliable official statistics for Uganda. In line with the Uganda Bureau of Statistics Act 1998, UBOS is gearing up to conduct the National Population and Housing Census (NPHC) 2024. This census is vital for the development and maintenance of the National Statistical System and will provide crucial socio-demographic data for planning and administration at all levels.

Job Description: As a Census Field Supervisor and Enumerator, you will play a pivotal role in the success of the NPHC 2024. Your responsibilities will include:

  • Distributing and retrieving Census materials and devices within the assigned area.
  • Mobilizing and coordinating with LC1/Cell members as guides.
  • Engaging in community mobilization efforts for the Census.
  • Providing technical and administrative supervision in your assigned area.
  • Attending and participating in all training sessions provided.
  • Identifying and demarcating boundaries of the assigned Enumeration Area (EA).
  • Collecting accurate information using a provided tablet on individuals, households, institutions, and communities in the assigned EA.
  • Transmitting collected data to the server on a daily basis.
  • Providing daily progress reports to the Census Enumeration Supervisor.
  • Compiling an end-of-assignment report at the conclusion of the enumeration exercise.
  • Ensuring all census materials and equipment are maintained in proper working condition.
  • Handing over all census materials and tools to the Census Enumeration Supervisor upon completion of the exercise.
  • Facilitating community leaders’ involvement in focus group discussions.
  • Performing any other duties related to the census as assigned by the Census Enumeration Supervisor.

Key Responsibilities:

  • Supervise distribution and retrieval of Census materials.
  • Mobilize and coordinate with local community members.
  • Provide technical and administrative oversight.
  • Utilize provided software for data monitoring.
  • Edit and validate collected data.
  • Gather information on hotel/lodge residents for Census.
  • Engage community leaders in focus group discussions.
  • Attend and participate in training sessions.
  • Identify and mark boundaries of assigned Enumeration Area.
  • Collect accurate data using provided technology.
  • Transmit data to the server daily.
  • Provide daily progress reports to Supervisor.
  • Compile end-of-assignment report.
  • Maintain census materials and equipment.
  • Hand over materials to Supervisor upon completion.
  • Perform additional duties as assigned.

Requirements:

  • Minimum of a Diploma-level qualification or A-Level Certificate or equivalent.
  • Proficiency in basic computer applications.
  • Possession of a National Identity Card.
  • Age between 18 and 50 years.
  • Residency in the Parish/Ward or village/cell of intended work.
  • Proven ability to mobilize communities.
  • Strong communication and public relations skills.
  • Ownership of a smartphone.
  • Mobile Money registered phone number in your own name.
  • Full availability from 1st April to 25th May 2024.
