Job Summary:

The VAM Officer (Climate Change Anticipatory Action, Resilience, Early Warning) will support WFP Uganda’s efforts in recruiting a climate analyst. This role is pivotal in the multifaceted nature of climate change, anticipatory action, resilience, early warning, and geospatial analysis. You will enhance RAM analytics and systems capacities while driving the development and deployment of innovative tools and approaches for needs assessments, targeting, programming, and monitoring, including urban spaces.

Key Duties and Responsibilities:

  • Develop protocols and procedures for Two-way Accountability and Transparency of Food Security and Nutrition Assessments and Analysis.
  • Lead the development of a framework for assessment in climate change, anticipatory action, early warning, and geospatial analysis to provide strategic information aligned with the Country Strategic Plan and global/regional plans.
  • Budget for VAM-Climate-related costs and advocate for appropriate resources.
  • Contribute to regional climate change strategies and support their operationalization.
  • Develop Standard Operating Procedures, protocols, and guidelines for assessments and programs on climate change and resilience.
  • Coach and guide colleagues to enable their development and optimal performance.
  • Ensure data quality, reliability, and validity align with WFP’s privacy and protection guidelines.
  • Implement systems, tools, and data visualization products for assessments and monitoring strategies.
  • Support daily data management for GIS products and maintain a library of spatial data.
  • Identify and develop operational partnerships to improve assessment, monitoring, and reporting.
  • Contribute to products such as forecast-based Financing, Disaster Risk Financing, and resilience-related analysis.
  • Incorporate accountability, protection, disabilities, and gender perspectives into work areas.
  • Support evidence-based decision-making through accessible assessments and monitoring findings.
  • Assist in developing and implementing national climate and resilience frameworks, focusing on geospatial analysis.
  • Facilitate the use of information in accordance with WFP processes and prepare updates on risks and factors influencing climate actions.

Qualifications, Skills, and Experience:

  • Advanced University degree in agriculture, geo-spatial analysis, social sciences, statistics, development economics, or related fields, or First University degree with additional relevant work experience.
  • Minimum of five years of professional work experience in international development or humanitarian work.
  • Minimum of three years of experience in climate change, anticipatory action, resilience, early warning assessments.
  • Experience with ESRI platform or products for geo-spatial analysis.
  • Proficiency in geo-spatial analysis, statistical tools, data management software, and information management tools.
  • Experience in forecasts, climate financing, and early warning systems.
  • Government systems strengthening experience.
  • Proficient in ESRI (GIS), MS Office, Stata, SPSS, Python, R (desirable).
  • Fluency in oral and written English, including strong writing skills.
