Job Profile:

Save the Children is seeking job applications for a Program Officer-ASRH. The job holder is responsible for providing support to community and health facilities to ensure access to ASRH information and services. He/she will be in charge of coordinating ASRH in school and out of school interventions, ensure on-time and quality planning, implementation, monitoring & evaluation and reporting of the Adolescent Sexual and Reproductive Health interventions. The Job Holder will take responsibility for the support of the ASRH to increase the participation of adolescents in the project to ensure their protection and enable them to develop to their full potential.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

 

 

Roles and Responsibilities:

KEY AREAS OF ACCOUNTABILITY:

The following will be the areas of support and contribution;

Financial management:

  • Maintain a monthly burn rate within the range of 95% – 105%
  • Ensure that the funds requested for the programme activities are spent and accounted for, in line with the SCI financial management procedures and policies

Programme Implementation:

  • Ensure that all ASRH planned activities are implemented on time, within scope and within budget.
  • Ensure that 100% of the activities implemented meet the Quality bench mark standards.
  • Develop or support the innovative approaches in meeting the unique needs of the children and communities.

Networking and collaboration

  • Represent Save the Children in various interagency and stakeholder forums with knowledge and expertise of Save the children’s thematic areas of works.
  • Organizing and facilitate dialogue meetings, workshops and seminars with community, local government representatives, and partners to share experiences and lessons learnt.
  • Build and maintain linkages with other groups and Agencies operating in the area of Jurisdiction

Community and health facility capacity strengthening on ASRH

  • Sensitize the local community, teachers, pupils/students and health staff on the Save the children ASRH programme.
  • Assess and identify ASRHR capacity needs for teachers and build their capacity for better ASRH outcomes for adolescents.
  • Mobilize the local community to participate in the ASRH programme activities.
  • Support the formation and capacity building of the partners, staff, community members in the community and health facility.
  • Support the participation of the children, community and partners in the process of planning, monitoring and implementation of ASRH programme

Child Participation:

  • Support meaningful and age-appropriate participation of the adolescent in the ASRH activities; including planning, implementation, monitoring and evaluation of the programmes.
  • Implement the complaints response mechanism in line with the SC accountability framework.

Monitoring, Reporting and Documentation:

  • Monthly reports are prepared and submitted on every 30th day of the month.
  • Ensure that activity reports are prepared and filed for every completed activity
  • Promote and undertake the documentation of good practices and synthesis of lessons learned, and ensure that these are reflected in the monthly, semiannual and annual reports.
  • Undertake regular support supervision visits to schools, health facilities and community sites supported by the Programme to understand the ground situation and take necessary actions for improvement in quality of programmes for the children.
  • Contribute to data collection, analysis and reporting on key programme indicators

Minimum Qualifications for Save the Children Uganda Jobs 2021: 

Essential

  • At least one year working on ASRH.
  • Minimum of a Degree in Health, social sciences and other relevant qualifications.
  • At least 2 years working experience in planning and implementing development programmes in Uganda.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Ability to intervene with crisis management or troubleshooting as necessary.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Excellent time management and planning capacity
  • Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Computer literacy and excellent documentation skills are a must.

Desirable

  • Thorough understanding of Save the Children working principles and approaches of Child Participation, Child Rights Programming, Partnership, Child Safeguarding, Zero Tolerance, Monitoring and Evaluation, Programme Integration etc.
  • Proven capacity to train and coach staff
  • Direct experience of working with communities in participatory activities, including confidence in working with children and an understanding of child-friendly participatory methodologies
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Excellent time management and planning capacity
  • Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Strong analytical skills and strategic planning abilities.
  • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
  • Must be willing to be based in the field.

Availability and willingness to work extra hours during times of humanitarian responses.
