Roles and Responsibilities:

Generic responsibilities

  • Adhere to NRC policies, guidance and procedures
  • Oversee the provision of ICLA services to NRC beneficiaries according to strategy, proposals, budgets and plans.
  • Supervise the assigned team and ensure capacity building of project staff and transfer key skills
  • Develop the technical framework regarding legal services for specific targeted groups
  • Ensure that services target beneficiaries most in need, and explore and assess new and better ways to assist
  • Promote and share ideas for technical improvement
  • Liaise and collaborate with relevant local authorities, stakeholders and communities
  • Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper actions.
  • Ensure that all protection related detected cases are referred to the concerned referral focal point and to the Protection Specialist.

Specific responsibilities

  • Manage the provision of ICLA services in Kampala and Southwest to the specific targeted population within the OPM and UNHCR refugee response and other groups
  • Develop and update guidelines, standard operation procedures and ICLA tools related to ICLA services specific to the NRC Refugee response and other groups
  • Develop and implement a detailed work plan in line with ICLA objectives
  • Supervise and support capacity building activities for frontline workers and key actors
  • Ensure the implementation of the safe identification reporting and referral system
  • Monitor and follow-up on the quality of the services provided
  • Operationalize and mainstream technical inputs from ICLA National team
  • Oversee data management and documentation related to ICLA services
  • Conduct regular field visits, spot checks and follow up of activities
  • Coordinate externally with relevant stakeholders, host and refugee community, local authorities, humanitarian actors and local organizations
  • Provide regular progress reports about the activities implemented
  • Contribute to context analysis, protection needs and trends identification.
  • Ensure the production of success stories, policy briefs, IEC materials

 

 

Minimum Qualifications for NRC Uganda Jobs 2022

Competencies

Generic professional competencies:

  • Experience working in a humanitarian/recovery context desired
  • Experience working in complex and volatiles contexts desired
  • Documented results related to the position’s responsibilities required
  • Solid computer skills, including MS Word, Outlook and Excel required
  • Ability to work diligently both independently and in a team setting required
  • Knowledge about own leadership skills/profile required
  • Willingness to travel regularly to the field is required
  • Fluency in English, both written and verbal required; knowledge of local languages of South West Uganda will be an asset

Context/specific skills, knowledge and experience:

  • Bachelor degree in Law, Human Rights, International Relations, Political Sciences or equivalent
  • Minimum 3 years of relevant job experience in a similar role, preferably within the humanitarian sector
  • Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles
  • Proven experience in collaborative dispute resolution and housing, land and property rights is an asset
  • Proven experience in coordinating activities and liaising with external actors
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
  • Proficiency in English, both written and spoken. Knowledge of refugee spoken languages is added advantage.
