Uganda Bureau of Statistics (UBOS) is a semi-autonomous agency of the Government responsible for the maintenance, coordination, supervision, and monitoring of the National Statistical System. The Bureau ensures the collection, analysis, and dissemination of standardized statistical information. UBOS is also mandated as the principal official statistics provider.

About NPHC Census:
Uganda Bureau of Statistics (UBOS), a semi-autonomous body, will be implementing the enumeration exercise of the National Population and Housing Census (NPHC) 2024 from 10th May 2024 to 19th May 2024, with the night of 9th May 2024 as the Census Night. This exercise is in accordance with the Uganda Bureau of Statistics Act 1998, aiming to promote the production of reliable official statistics and ensure the development and maintenance of the National Statistical System. The Census results will provide benchmark socio-demographic data necessary for general administration and the planning process.

Job Summary:
The Assistant IT Officer will provide ICT Support to the NPHC 2024 through ICT Training, Systems, and Infrastructure support in accordance with Bureau requirements.


Key Duties and Responsibilities:

  • Carry out Preventive Maintenance and Servicing of ICT Equipment.
  • Perform minor ICT hardware diagnostics and repairs.
  • Manage and maintain the access rights to the UBOS servers and applications.
  • Install, configure, and maintain IT systems, operating systems, and Active Directory objects and security policies.
  • Develop applications, databases, and interfaces for identified business functionality and reports following good programming practices.
  • Review and validate technical requirements of key stakeholders and translate functional specifications into design specifications.
  • Design, write/modify code, test, debug, and document programs tailored to user needs, as packages adapted to support specific user requirements in accordance with agreed specifications.
  • Pack, distribute, and install developed software at the end-user’s client site following software installation guidelines.
  • Write test requirements, develop test schedules, perform system testing, and review testing plans.
  • Ensure all Software is well-documented through its lifecycle and develop user guidelines and manuals for the developed solutions.
  • Build and test Application Program Interfaces (APIs) for applications to exchange data.

Qualifications, Skills, and Experience:

  • Degree in Computer Science, Software Engineering, Information Systems, Information Technology, or a related field.
  • IT Industry Certifications will be an added advantage.
  • Minimum of One (1) year of experience in a fast-paced and robust ICT environment.
  • Ability to apply Logic to solve problems.
  • Possess analytical capabilities, excellent attention to detail, and good communication skills.
  • Proficiency in High-level programming and related technical skills.
  • Excellent understanding of business processes and constraints.
  • Ability to work with Programming languages: C/C++, Java, PHP, Python.
  • Knowledge of relational database systems MS SQL Server, MySQL.
