UNCDF is seeking 8 Field Associates to contribute to the effective delivery of the LoCAL (Local Climate Adaptive Living Facility) program’s activities in various districts of Uganda, including Nakapiripirit, Nabilatuk, Kitgum, Bulambuli, Kasese, Nwoya, Zombo, and Nebbi. This role will report to the Programme Specialist (P4) based in Kampala, Uganda.

About LoCAL Uganda:

LoCAL-Uganda follows a whole-of-society approach aligned with the country’s climate change policy, Nationally Determined Contribution (NDC), National Adaptation Plan (NAP) process, and related financial systems for local governments.

Duties and Responsibilities:

  • Support implementation and results-based monitoring of LoCAL’s field activities.
  • Assist District Local Governments (DLGs) in understanding LoCAL’s objectives and managing Performance-Based Climate Resilience Grants (PBCRGs).
  • Participate in the Annual Performance Assessment (APA) of PBCRGs.
  • Monitor progress of DLGs in implementing LoCAL and its PBCRGs, in line with guidelines and government procedures.
  • Assist in collecting and interpreting climate-related data, conducting local climate risk assessments, and mainstreaming climate change into local planning systems.
  • Support DLGs in integrating LoCAL mechanisms into District Climate Change Action Plans (DCCAPs).
  • Facilitate capacity building and preparation of local government development plans and budgets.
  • Provide administrative support to program activities, including organizing trainings and events.
  • Ensure effective mainstreaming of gender equality and community participation.
  • Support knowledge sharing and communication efforts of LoCAL in Uganda.
  • Perform other related duties as required.

Required Skills and Experience:

  • Education:
    • Bachelor’s degree in climate change, environment, development, international relations, geography, engineering, agronomy, or related field OR
    • Completion of secondary education with additional 3 years of relevant work experience.
  • Work Experience:
    • Minimum 6 years with Secondary education or 3 years with a bachelor’s degree in climate change and/or environment-related issues.
    • At least 2 years of experience supporting local governments and/or communities in climate change adaptation planning and mainstreaming.
